Summary:

Supervises the daily operations of the Operations Administrative Assistant and the Special Operations Administrative Assistant of the Odessa Police Department and providing support needs to all other areas of the Odessa Police Department. Tasked with the responsibility of servicing and maintaining software systems critical to the operation of the police department. Serve as a liaison to Information Technology and other city departments. Responsible for coordinating, organizing, and directing system management between the various bureaus. Oversees daily operation of all software systems of the department. Determines necessary technology advances and coordinates through proper channels. Additionally, the Information Specialist will be responsible for development and implementation of systems and provide in-service training for sworn and non-sworn members of the Police Department.

Essential duties and responsibilities may include, but are not limited to, the following

Supervises, evaluates and counsels department personnel; reviews accuracy of their work. Participates in tasks performed by department personnel, problem solving, goal setting and remedial action to re‑direct and improve department personnel performance.

Develops short and long range plans to establish priorities and goals for the department.

Attends staff meetings and conducts meetings with department personnel. Keeps management advised of any problems. Formulates courses of action to address problems and makes recommendations on solutions.

Assists in revision of policies and procedures directly pertaining to departmental software systems; trains departmental personnel on policies, procedures, guidelines and provides them the knowledge and practice needed to successfully perform their jobs.

Ensures all software users receive prompt, courteous and efficient service. Handles unusual or difficult questions regarding departmental software systems while giving department personnel the opportunity to grow in experience.

Responsible for scheduling attendance of department personnel to ensure adequate personnel availability.

Supervises the data entry, filing and compilation of all records and reports; takes corrective action as necessary.

Prepares and verifies reports for the Chief of Police, Police Department personnel and other City departments upon request. Enters sensitive reports into the computer system.

Ensures all personnel are trained in the proper use of the departmental software systems and other material as required.

Serves as a liaison to Information Technology, other city departments and area law enforcement agencies utilizing the Odessa Police Department owned software. Creates changes within the police department owned system for other local law enforcement agencies when requested.

Works in conjunction with the Intelligence Supervisor to insure the accurate flow of department information through the use of the appropriate department software.

Provision updates and changes to any software systems as they become available. Updates and maintains specialized computer database with critical information that creates the organizational chart. Coordinates on‑site visits from software companies and future trainings. Informs personnel of updates and sends out notes indicating changes affecting the user.

Manages the Advanced Configuration Tool, a report creating software that enables users to customize reports, interfaces and modules within Premier One. Responsible for creating new or modifying modules as needed.

Provides user support and troubleshooting procedures when necessary. Must be available for on‑site or conference call based inquiries. Provides resolutions and guidance or direct system errors through proper channels.

Manages and maintains a work order system of all open tickets regarding software malfunctions.

Maintains the absolute confidentiality of all records and information.

Supports the divisional operations with regular and timely attendance.

Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work‑related issues and City information; performs other duties as required or assigned.

Minimum Qualifications Education, Training and Experience Guidelines: High School Diploma or GED required. Associate Degree or higher in management or computer science preferred OR any equivalent combination of training and experience. Minimum of three years' experience in relevant software preferred.

Knowledge of

Clerical and administrative procedures and operation of standard office equipment.

Specialized computer applications including Microsoft Office, Word and Excel.

Skill in

In depth knowledge of all phases of departmental software.

Ability to use tact, diplomacy, independent judgment, initiative and the ability and willingness to make difficult decisions.

Must be able to communicate effectively, both orally and in writing.

Must be able to function successfully under pressure of public contact, activities and decisions.

Must be able to prioritize, delegate tasks and set deadlines.

Must be able to maintain physical/mental ability to handle stressful situations.

License and certification requirements Must possess a valid Texas Driver's license.
