JR100038**Job Title**Division Chief - Public Works**Pay Rate**United States of America (Salary)**Time Type**Full time**Summary**Under administrative direction, is responsible for managing all activities of the Operations Division of the Public Works Department; provides technical assistance and expertise to the County Engineer concerning the operations and maintenance of the County road system; County traffic system; County Fleet Assets and performs related duties as required.**Duties and Responsibilities:*** Plans, directs and coordinates, through subordinate level staff, for the fleet division’s, road division’s and traffic division’s work plans* Plans and manages overall operations to maintain and improve County streets and drainage assets, traffic assets and fleet assets* Ensures effective and efficient utilization of all division personnel, equipment and financial resources* Provides technical information to other divisions relating to streets, traffic, fleet and drainage operations* Assists in developing, administering and monitoring the annual budget for the Operations Division* Supervises Superintendents, Traffic Maintenance Supervisor, Operations Project Coordinator, and Bexar County Fleet Maintenance Operations Manager* Meets with management staff to identify and resolve problems* Assigns projects and programmatic areas of responsibility and reviews and evaluates work methods and procedures* Performs related duties as required**Minimum Qualifications****:*** Graduation from an accredited college or university with a Bachelor‘s Degree in Engineering, Business or other applicable curriculum and ten (10) years of experience in design and/or road operations, traffic operations and fleet operations projects, including five (5) years public works management experience and five (5) years of supervisory experience; or an equivalent combination of education and experience* Considerable knowledge of all phases of public works construction procedures to include materials, methods, plans and specifications; knowledge of principles and practices of civil engineering; good knowledge of safety standards and
practices; considerable knowledge of all phases of traffic operations to include school flashers, signalization, striping and signs; knowledge of management and supervisory concepts with automotive and other motorized equipment* Skill in managing multiple projects* Ability to supervise employees; ability to communicate effectively, both verbally and in writing; ability to operate a two-way radio, personal computer and basic office equipment; ability to establish and maintain effective working relationships with County employees, government agencies, Elected/Appointed Officials, media and the public* Must have a valid Class C Texas driver’s license* Must secure and maintain a favorable background investigation and clearance* Must clear a pre-employment physical and a pre-employment drug screen test* May be required to be on-call 24-hours a day* May be required to work more than 40 hours during the workweek**Individual Office/Department Conditions:*** Tasks and special requirements unique to an individual office or department may be addressed through a separate list of detailed specifications prepared by that office/department and subject to approval by Human Resources and the Civil Service Commission.* Office/department specifications may not be more complex nor at a higher level of responsibility than any of those contained in this position description.**Working Environment and Physical Demands:*** Working conditions are in an office environment* Lifting/carrying 10-15 pounds frequently and 25 pounds occasionally* Occasionally move about the office* Frequently communicates with others; must be able to exchange accurate information* Constantly operates a computer and other office productivity machinery* Positions self to perform essential functions* Must be able to remain in a stationary position**Working With Bexar County**Bexar County offers employees a competitive salary, retirement, and benefits.
