Functional Program Analyst 3 (HCBM Contracts Analyst)
The Washington State Office of the Insurance Commissioner (OIC) is seeking a qualified individual to join the Rates, Forms, and Provider Networks Division as a Functional Program Analyst 3 (HCBM Contracts Analyst). This role focuses on reviewing, analyzing, and ensuring compliance of provider and network management agreements.
Responsibilities
Review and analyze contracts between insurance companies, health care benefit managers, and health care providers to ensure compliance with state and federal requirements.
Examine complex contract documents (master agreements, amendments, Statements of Work, Business Associate Agreements) to identify issues, risks, or non‑compliant provisions.
Understand and evaluate how different parties (insurers, vendors, third‑party administrators, and providers) are connected through contract relationships and how those relationships affect provider networks.
Apply laws, regulations, and regulatory guidance to real‑world contracts and document findings and recommendations.
Communicate review results and compliance concerns with insurance companies, vendors, attorneys, and third‑party filers in a professional manner.
Work closely with supervisors and team members to discuss complex issues, maintain consistent review standards, and resolve contract questions.
Research regulatory requirements and provide guidance to internal staff and external stakeholders related to provider network management and contract compliance.
Track contract reviews and outcomes to support timely approvals and accurate regulatory records.
Participate in training and assist with other projects as assigned.
Required Qualifications
Six (6) years of professional experience in contract management, drafting and review of legal documents, regulatory examinations, regulatory compliance, claims, or health care benefit plan design, distribution, or administration.
A bachelor’s degree in public administration, business administration, law/legal studies, finance or a related field, or the equivalent education/experience.
Intermediate‑level skills in Microsoft Outlook, Word, and Excel.
Preferred Qualifications
Advanced skills in Microsoft Outlook, Excel, and Word.
Demonstrated experience organizing work, establishing timelines, and meeting deadlines.
