City of Atlantic Beach
The primary role of this position is to facilitate a high-quality development review process by performing development review activities, providing technical assistance to applicants, and coordinating multi‑departmental review workflows. Additional duties include supporting City boards and commissions, providing information and customer service to citizens, outside organizations, developers and other employees, reviewing and approving permits, conducting research, preparing reports, and completing special projects. Work involves substantial public contact and independent judgment. Work is performed under general supervision of the Neighborhoods Department Director.

Responsibilities
Provides staff support to and is under direct supervision of the Director of Neighborhoods Department but involves close coordination with other City Departments including Public Works and Public Utilities, Code Enforcement and Public Safety.
Reviews building permit applications and site plans for new construction to assure that zoning ordinances and other land development code regulations are met including tree and landscaping requirements.
Processing of zoning related applications, preparation of public notices and technical reports on land use and zoning issues.
Presents zoning variance and other zoning or land use related matters to Community Development Board.
Writes staff reports for zoning variances and other zoning or land use related matters to Community Development Board.
Maintains files related to Community Development Board, including public noticing, applications, agendas, minutes, staff reports, and orders.
Reviews sign permits for compliance with city regulations.
Reviews tree related permits and associated case work.
Prepares written comments regarding any changes to building permit applications that are needed to meet ordinance requirements.
Ability to read plans and maps as needed to review for compliance with zoning and land development regulations.
Takes part in predevelopment meetings with property owners and their agents.
Assist with reviewing and making recommendations for improvements to the development permit application processing system.
Maintains official files of all land use regulations and ordinances.
Reviews Business Tax Receipt applications for zoning compliance.
Responds to citizen inquiries related to zoning and land use regulations, and related procedural requirements.
Makes on‑site inspections to determine compliance with zoning and land use regulations.
Provides backup support to the building permit technicians.
Basic land use and zoning related research assignments occasionally required.
ARCView GIS skills adequate to prepare maps suitable for presentation are desirable.
Attend City Commission and other public meetings as required.
Responds to questions from the public about applications that have been filed on various properties.
Assist with developing changes related to land development codes including analysis of other city/county ordinances and making recommendation for changes.
Assist with training and providing support to counter staff related to land development codes and permitting requirements. This includes developing handouts and creating website information.
Perform other duties as assigned by Director of Neighborhoods Department.
Qualifications
Bachelor’s Degree in urban planning, public administration, geography or closely related field.
2 years’ experience in professional planning, land development or a related field
American Institute of Certified Planners (AICP) certification preferred
Valid Driver's License with a clean driving record.
Knowledge & Skills
Knowledge of local, state, and federal planning, zoning, subdivision, and development regulations, ordinances, and land‑use laws.
Understanding of site development principles, land‑use planning concepts, and development processes, including zoning, platting, and site plan review.
Familiarity with standard development review practices, workflow processes, and techniques used in municipal planning.
Knowledge of reading and interpreting zoning maps, future land use plans, plats, site plans, and engineering or architectural drawings associated with development.
Proficiency in reviewing site plans, plats, zoning exhibits, development agreements, and technical documents to determine compliance with City codes and standards.
Knowledge of procedures for enforcing zoning, subdivision, and development regulations.
Skill in evaluating development applications, site plans, plats, and zoning requests to identify compliance issues or potential concerns.
Competence in preparing clear and concise staff reports, presentations, and documentation related to development applications, variances, zoning cases, and ordinance revisions.
Strong verbal and written communication skills for interacting with developers, contractors, architects, engineers, property owners, elected officials, and the public, including the ability to explain complex regulations in understandable terms.
Skilled in resolving customer inquiries, complaints, and development‑related issues in a professional and efficient manner.
Proficiency in researching and interpreting City ordinances, development standards, zoning regulations, and applicable state statutes.
Capability to identify issues related to zoning, land use, development compliance, and site design, and to develop effective solutions or recommendations.
Strong attention to detail when reviewing development plans, applications, maps, and supporting documents.
Sound judgment in making objective decisions based on zoning regulations, development standards, policy guidance, and technical review findings.
Effectiveness in working collaboratively with the Director, City departments, developers, consultants, and citizen groups to coordinate development review processes and resolve issues.
Strong organizational skills to manage multiple development applications, projects, and deadlines while maintaining accuracy.
Adaptability to changing regulations, ordinance updates, planning procedures, and technological tools (e.g., GIS, permitting software).
Ability to operate a city vehicle to conduct field inspections of development or construction sites, which may involve walking, navigating uneven terrain, or carrying field equipment.
