This is supervisory work in directing, overseeing, and coordinating the work of a crew engaged in the collection and disposal of refuse. Employees in this class work with technical independence in normal activities but confer with the Division Chief daily concerning work assignments. Work is supervised according to the area of assignment. Supervision is exercised over skilled and semiskilled workers. Work is performed under general supervision and is evaluated for efficient accomplishment of the work assigned through conferences and field inspections.

Prepares work assignments and supervises crews in the collection and disposal of refuse, leaves, and recyclable; plans work on a daily, weekly, and annual/seasonal basis.

Ensures that proper safety procedures are followed.

Ensure that equipment is in working order and that material is available for each job.

Develops work maintenance schedules; assists crews as necessary.

Inspect completed work and ensure that proper standards are maintained.

Ensures work is performed in accordance with OSHA, state and local safety regulations, standards, and procedures.

Trains and evaluates personnel in the work; prepares employee timesheets.

Responds to questions and complaints from citizens.

Prepares daily reports of activities, incidents, and materials.

May be required to perform snow removal and standby duties.

May be required to work overtime.

Places order for materials, supplies, parts, and equipment needed.

May supervise a program of regular trash pickup, recyclable pick-up, special pickups, and leaf pickup.

Operates trucks, heavy equipment, and lift equipment as necessary.

Coordinates refuse pickups; special City events coordinate special pickups on weekdays and weekends; assign daily routes to crew; assigns crew to bus shelters and sidewalks for cleaning or snow removal.

Tracks bills and orders supplies.

Operates CDL truck; distributes and picks up bins as requested.

Handles inquiries from customers; confers with supervisor on complex issues.

Oversees shop inspection, delivery trucks for refuse and recycle, delivers, and picks up trucks for repairs and maintenance.

Oversees employee attendance and timesheets; enters data into timesheet.

Reviews and maintains refuse and recycling budget.

Attend meeting(s), returns calls and e-mails from residents and city staff.

Performs related work as assigned.

Requires High School graduation or GED equivalent.

Requires two years’ experience in waste management, recycling, or closely related experience.

must be flagger certified.

Five to eight years of experience in public works; or any equivalent combination of training and experience which provides the following necessary knowledge, abilities, and skills.

Necessary Knowledge, Skills, and Abilities

Thorough knowledge of trades, principles, methods, and practices relating to sanitation operations and disposal of hazardous waste.

Ability to operate and maintain light and heavy-duty solid waste equipment including basic hand tools.

Ability to assign, supervise, and evaluate the work of crews.

Participate in interviewing, hiring, and training employees.

Knowledge of all routes, city owned buildings and streets throughout the city.

Responds to customer requests, concerns, and issues; assists with problem-solving.

Coordinates litter patrol including bus stops and assigning crew members to designated areas and supervising their work.

Ability to prioritize, implement and direct operations and activities when emergencies occur.

Ability to establish and maintain effective working relationships with other supervisors, and the general public.

Ability to prepare and maintain a variety of records and reports of collections.

Ability to deal with the public, especially in handling and resolving complaints.

Ability to priorities and schedule work assignments.

Ability to follow city safety regulations.

Ability to establish and maintain effective working relationships with others.

Ability to deal courteously with the public.

Ability to make prompt and sound decisions in emergencies.

Ability to coordinate activities with the crew leader.

Additional Desirable Qualification Fluent in Spanish, with experience in cross-cultural communication, translation, and business correspondence.

Special Certifications and Licenses Possession of a valid class B Commercial Driver's License, air brakes endorsement and a good driving record.

Certain positions may require certification in their area of work.
