Brief Job Description Texas Health and Human Services (HHS) Health and specialty Care systems (HSCS) department seeks a highly qualified candidate to fill the position of Systems Analyst IV to support Electronic Health Records (EHR) applications. The analyst performs analytical, report development, application support, and systems administration work for information systems and technologies to the State Hospitals (SH’s) and State Supported Living Centers (SSLCs). The analyst will support multiple third‑party applications and report on Cerner’s Millennium system using PMOffice, PowerChart, PowerForms, mPages, scheduling, interfaces, and tools (Bedrock, DA2 report, Discern Visual Developer, SI tools, Olympus, Backend servers, CareTracker, Dentrix, and RLDatix Risk module). Work involves gathering and analyzing requirements, designing and implementing solutions, and maintaining existing systems and processes in an Agile environment.
Essential Job Functions (EJFs)
Develop reports from Cerner Millennium database using existing tools like DA2 or DVD. Document, design, validate, and implement reporting methodologies using HHSC methodology and tools. (20%)
Investigate and identify corrective solutions to production problems/issues. Consult with IT teams on software/hardware justifications and purchases. Support troubleshooting and solving complex EHR system problems and processing service requests. (50%)
Provide on‑call application support as part of the support team based on roster. Offer technical expertise to aid in decision making and problem resolution for EHR applications. (10%)
Perform quality assurance tasks to ensure accuracy of fixes and document processes and procedures for technical and non‑technical users. (10%)
Perform other duties as assigned; promote and demonstrate respect for cultural diversity among coworkers and all contacts. (10%)
Knowledge, Skills and Abilities (KSAs)
Knowledge of relational databases, data systems and data warehouses.
Knowledge of SDLC methodologies like Agile, Waterfall, and DevOps.
Knowledge of best practices governing architecture, infrastructure and security for information systems that collect PII, PHI and HIPAA data.
Knowledge of EHR applications functionality.
Skills in using server OS in Unix/Linux/AIX and Windows servers.
Skills in using software such as SQL, SQL*Plus, PL/SQL, TOAD, Oracle, SQL Developer, Business Intelligence tools.
Skills in analysis, problem solving, data comprehension, reporting methodologies, and designing statistical reports and charts/graphs.
Skill in researching and troubleshooting application system issues and solving complex problems.
Excellent verbal and written communication skills.
Ability to analyze, consolidate, and interpret complex data, procedures, and systems and write or revise program code as required.
Ability to analyze systems, procedures, and problems and develop solutions.

Qualifications Required
Bachelor’s degree or higher in a technology related field is preferred; may substitute direct work experience on a year‑for‑year basis.

Minimum 4 years of experience using EHR application (Cerner Millennium, Netsmart’s myAvatar or similar) in a large‑scale private/public environment.
Minimum 4 years of experience using Unix/Linux/AIX OS or Windows Servers.
Minimum 4 years of experience in report design, development and automation using RDBMS tools.
Minimum 4 years of experience providing application support to EHR applications or similar.
Experience in using ITSM tools such as ServiceNow, Remedy on Demand or similar is a plus.
Experience using Microsoft Office suites.
