Summary
This position is in the Supervision/Management Work Category at the Senior Work Level within the CES Occupational Structure. It is for the Defense Information Systems Agency – White House Communications Agency at Joint Base Anacostia‑Bolling, District of Columbia. The role is an Excepted Service position and does not confer eligibility to be converted to the Competitive Service. Current Federal Career/Career‑Conditional employees will be placed on an Excepted appointment under 10 U.S.C. 1599f.
Duties and Responsibilities
Interprets, develops, implements, and administers staff assignments in various military and civilian personnel program areas.
Directs and provides managerial oversight pertaining to the execution of Agency personnel accountability and strength management, personnel readiness, recruiting, and retention.
Directs and provides managerial oversight pertaining to replacement operations, casualty operations, personnel actions, reassignments, official orders, retirement services.
Reviews completed work of subordinate supervisors to ensure objectives are attained and are consistent with overall WHMO, DISA, and the WHCA Strategic Plan(s).
Plans work to be accomplished by subordinates, sets, adjusts priorities, and prepares schedules for completion of work.
Tracks, develops, and presents briefs to WHCA leadership on HR‑related metrics.

This national security position may require access to classified information. A favorable suitability review and security clearance are required as a condition of employment; failure to maintain security eligibility may result in termination.
Drug Testing Position.
Males born after 12‑31‑59 must be registered or exempt from Selective Service.
This is a Top Secret/SCI position with Yankee White.
Qualifications In order to qualify for this position, you must meet the requirements described below.
Qualifying Experience To qualify at the GG‑14, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.
For this position, qualifying experience is defined as:
Experience in strategic human resources leadership, directing joint personnel programs for military and civilian personnel.
Experience in manpower management, strategic planning, and program development and evaluation to ensure mission readiness.
Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement.
Additionally, prior to reporting for duty the selectee must be found eligible for a DoD Top Secret security clearance with access to Special Compartmented Information (SCI) based upon a Single Scope Background Investigation (SSBI) and be approved for Presidential Support Duty in accordance with Department of Defense Directive 5210.55 (Yankee White – Category II, minimum).

A three‑year probationary or trial period may be required.
Telework availability will be based upon the mission requirements and supervisory determination.
This position is subject to completion of a 1‑year probationary period for assignment to a supervisory position.
Individuals tentatively selected for drug testing designated positions at DISA will be required to submit to urinalysis for illegal drugs prior to appointment or placement.
Accepting this position may require you to serve a 12‑month probationary period during which your fitness will be evaluated.
Moving costs MAY be paid.
Employee is subject to recall or call back during off‑shift hours, 7 days a week, 24 hours a day, if required by upper management.
