Project Overview Bechtel and Westinghouse Electric Company partnered to deliver the first AP1000 nuclear power reactors in Poland for the Polish Entity Polskie Elektrownie Jadrowe (PEJ). Bechtel is the Engineering, Procurement, and Construction (EPC) contractor. The project requires design and construction of the Turbine Island and Balance of Plant and is subject to U.S. Department of Energy (DOE) regulations at 10 CFR Part 810.

Job Summary The Commercial Manager for complex mechanical equipment manages the full procure‑to‑pay cycle for billion‑dollar engineered procurements, including bid request packages, evaluation, award recommendations, and purchase order administration. The role also involves continuous progress review, change management, claims handling, and communication with suppliers and internal stakeholders for equipment such as steam turbines, gas turbines, boilers, condensers, and feed‑water heaters.

Major Responsibilities

Review the prime contract requirements and develop project master purchase pro‑forma documents.

Prepare and maintain bid criteria, issue bidding documents, receive and evaluate bids, and negotiate final purchase agreements.

Lead the development of project purchasing procedures and solicit input from Engineering, Construction, Finance, Tax, Insurance, and Logistics.

Communicate with Engineering to assist with material requisitions and coordinate with Construction, Finance, Tax, Insurance, and other procurement groups.

Manage allocation of communications with suppliers, coordinate expediting, resolve engineering items impacting orders, and administer order amendments.

Monitor billing for compliance and coordinate resolution of claims and disputes.

Mentor less experienced team members and contribute to training on procurement processes.

Education and Experience Requirements

Bachelor’s degree (or international equivalent) and 13-15 years of relevant experience.

Alternatively, 17-19 years of relevant work experience.

Required Knowledge and Skills

Proficiency in all phases of procurement, with excellent communication skills for supplier engagement.

Experience in bidder pre‑qualification, bid formation, and contract management.

In‑depth knowledge of the power/nuclear industry and market trends.

Expertise in cost analysis, risk management, and supplier performance monitoring.

Proficiency in incident management, claims, back‑charge procedures, and dispute resolution.

Strong understanding of prime contract flow‑down and development of purchasing pro‑forma documents.

Effective oral and written communication with Engineering, Construction, Project Management, and other functional groups.

Proficiency with Bechtel Digital Supply Chain System (DSCS) and related procurement‑automation tools.

Advanced Office 365 skills (Word, Excel, PowerPoint, Outlook).
