JOB SUMMARY Under the supervision of the Traffic Control Manager, this position is responsible for providing and properly setting up traffic control devices for the safety of City crews, pedestrians and the motoring public. This includes any Public Works Department work crews as well as assisting Local Law Enforcement Agencies with temporary traffic control for work site safety.
ESSENTIAL DUTIES/RESPONSIBILITIES Note: All City of Fort Smith positions require the employee to provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees, and have regular and reliable attendance that is non‑disruptive. Must show cooperation and respect to fellow employees and supervisors at all times.
Determine the proper traffic control devices and lighting for each unique application in accordance with the Manual on Uniform Traffic Control Devices, City of Fort Smith, and State of Arkansas guidelines.
Provide and install the proper traffic control devices and lighting in accordance with the Manual on Uniform Traffic Control Devices, City of Fort Smith, and State of Arkansas guidelines.
Monitor and maintain traffic control devices and lighting until the work is complete.
Retrieve all devices once work is completed in a safe and efficient manner. Prepare devices for future deployment.
Conduct flagging duties for proper work site safety, protection of employees and the public in accordance with the Manual on Uniform Traffic Control Devices, State of Arkansas, Sebastian County Road Department, City of Fort Smith, and the Consent Decree.
Maintain traffic and pedestrian control devices, lighting equipment, and trailer‑mounted message boards.
Perform monthly inventory of devices and equipment to insure we are properly equipped to handle multiple worksites and traffic control situations simultaneously.
Coordinate with other departments and organizations to provide traffic control devices and lighting for events.
Must live within a 30‑minute drive of 3900 Kelley Hwy for quick response to emergency conditions.
Must participate in stand‑by rotation.
Must have a reliable form of communication in order to respond to after‑hours calls.
Responsible for maintenance and upkeep of sign truck and other equipment used to perform duties.
Accurate record keeping and thorough documentation is a must.
Regular attendance and timeliness is required.
Other duties may be assigned.
MINIMUM QUALIFICATION REQUIREMENTS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. High school diploma or GED is required.
Minimum of two (2) years’ experience in public works or roadway construction including one (1) year involving temporary traffic control experience applicable toward the required traffic control certifications that are required.
Must be able to obtain certification by the American Traffic Safety Services Association as a Flagger and a Traffic Control Technician within one (1) year of employment, and a Traffic Control Supervisor within three (3) years of employment.
Must have knowledge of local and state requirements, as well as Public Works Department policies.
Must have a valid driver’s license.
OTHER SKILLS AND ABILITIES
The incumbent should possess knowledge of the use of tools and equipment in the department.
The incumbent must have good verbal and written communications skills as well as good organizational skills.
Problem‑solving and analytical ability are required to perform the duties of this position.
Excellent communication and interpersonal skills are also required.
Knowledge of modern office practices, procedures and equipment with aptitude to learn new software applications.
Knowledge of structure and content of the English language including the meaning and spelling of words, rules of composition and grammar.
Must be self‑motivated and able to manage daily tasks efficiently without direct supervision.

While performing the duties of this job, the employee must frequently stand, walk, talk and hear. Occasionally sit, stoop, kneel, crouch or crawl and use hands to finger, handle or feel objects. Depth perception and the ability to adjust focus are also necessary.
The employee is occasionally required to lift up to 75 pounds.

While performing the duties of this position the incumbent is exposed to outdoor weather conditions, works near moving mechanical parts, in high precarious places and is at risk of electrical shock and/or vibration. The incumbent is exposed to non‑weather related wet, humid conditions and extreme heat or cold. The incumbent is also exposed to fumes or airborne particles and toxic or caustic chemicals.
The noise level in the work environment is usually moderate to loud.
