The Operations Technician is a critical hands‑on role responsible for the safe, efficient, reliable and compliant operation of the Chalmette Refinery truck loading rack and the Meraux pipeline station, including product movements to Collins, MS. This position serves as the primary operator for day‑to‑day truck rack activities (approximately 70% of the role), including fuel loading, ethanol offloading and additive management, while also supporting pipeline operations (approximately 30% of the role). The technician will ensure seamless coordination between refinery production, terminal storage, truck rack distribution and pipeline transportation.
Principal Responsibilities
Oversee and perform safe truck rack loading operations at the Chalmette Refinery, including gasoline, diesel and other refined products, ensuring accurate blending, additive injection and compliance with customer specifications.
Manage ethanol truck offloading, additive inventory tracking, ordering and injection systems to maintain proper tank levels and product quality.
Operate and monitor Meraux station pipeline facilities, including product receipts from the refinery, storage tank management, pumping operations and batch movements to Collins, MS via the Collins pipeline system.
Perform routine inspections, gauging, sampling and testing of products; maintain accurate inventory records, bills of lading and operational logs in compliance with company and regulatory standards.
Coordinate quarterly meter proving, calibration and measurement verification activities, including scheduling and documentation.
Schedule and coordinate preventative maintenance, repairs and contractor activities with maintenance teams.
Respond promptly and effectively to operational alarms, upsets, abnormal conditions and emergencies, following established procedures.
Coordinate with refinery operations, commercial scheduling, carriers and control center personnel to optimize product availability, movements and scheduling.
Provide training, direction and operational support to other terminal personnel as the lead operator.
Assist with pipeline‑specific tasks, including valve operations, right‑of‑way inspections, line marker maintenance and basic control room support as needed.
Maintain full compliance with all applicable safety, environmental and regulatory requirements, including OSHA, EPA, DOT, PHMSA (49 CFR 195) and company policies.
Participate in emergency response drills, incident investigations and real response efforts as required.
Identify and implement opportunities for improvements in safety, reliability, efficiency, automation and cost reduction.
Complete and maintain required qualifications, including Operator Qualification (OQ) tasks, HAZWOPER, First Aid/CPR, TWIC and measurement training.
Perform other duties as assigned to support overall terminal and pipeline operations.
Qualifications
High school diploma or equivalent required; Associate’s degree or technical/vocational training in process technology, instrumentation or related field preferred.
Minimum of 3–5 years of hands‑on experience in petroleum terminal operations, truck rack loading, refinery interface, pipeline operations or related midstream/downstream activities.
Demonstrated working knowledge of truck rack automation systems, additive injection, ethanol blending, liquid measurement and hazardous liquid pipeline operations.
Strong understanding of relevant regulations, including DOT/PHMSA (49 CFR 195), OSHA and EPA.
Proven mechanical aptitude with basic troubleshooting skills for pumps, valves, instrumentation and automation equipment.
Excellent communication, leadership and teamwork skills with a strong emphasis on safety culture.
Proficiency in Microsoft Office suite; experience with terminal automation software, Top Tech, SCADA or data management systems is preferred.
Ability to work a regular Monday–Friday schedule with availability for after‑hours callouts, weekends and overtime as needed.
Must be able to obtain and maintain a TWIC card and meet all company and regulatory standards for safety‑sensitive positions.
Preferred Qualifications
Experience with renewable fuels blending or transitioning operations.
Knowledge of electrical, instrumentation, controls, cathodic protection or SCADA systems.
Familiarity with data analytics, alarm management or process optimization.
Current Operator Qualifications (OQ) for relevant covered tasks under 49 CFR 195.
Demonstrated adaptability to evolving technologies and expanded operational responsibilities.
