Employment 1. Develop, implement, and manage recruitment and retention strategies for District personnel. 2. Manage screening and selection process for all employees. 3. Work with principals and other administrators to forecast staffing needs and develop staffing plans. 4. Assist supervisory personnel in conducting due-process procedures. 5. Assist supervisors and principals with employee counseling and improvement plans as needed. 6. Coordinate annual update and distribution of the employee handbook. 7. Assist with the assignment of personnel and manage the employee transfer process. 8. Prepare and distribute or post job vacancy announcements and advertisements. Substitute System Management 9. Process substitute applications, including screening and criminal history background checks. 10. Schedule, organize and participate in substitute orientations. 11. Maintain active substitute lists and distribute to supervisors. 12. Act as the point-of-contact at the district for substitutes. Certification and Licensing 13. Process teacher applications and verify certifications with the Texas State Board of Educator Certification (SBEC), universities, colleges, and education agencies in other states. 14. Assist principals and other administrators in identifying appropriate certification requirements for teacher assignment according to SBEC assignment criteria. 15. Track certification, testing, and permit status and follow-up with employees to ensure completion of certification requirements within established timelines. 16. Compile, maintain and file all reports, records and other documents as required including maintaining a database of certification and licensing information for certified or licensed professionals, paraprofessionals and auxiliary employees. File Management 17. Maintain files for all employees and applicants, including receiving and routing of changes (e.g., name, address changes). 18. Receive and process applications, including verifying completeness of files. 19. Process new hire paperwork including criminal history information, references, and other application materials. Compensation and Benefits 20. Process all long-term absences according to established guidelines for various leave programs (e.g., FMLA and temporary disability leave), and provide employees with appropriate and timely notice. 21. Work cooperatively with payroll department to process and coordinate all employee leaves and absences. 22. Maintain employee leave records, including confidential medical information in accordance with federal and state laws and regulations and district policies and procedures. 23. Develop and implement procedures for the preparation and updating of job descriptions and for the proper classification of positions in the District compensation plan. Follow up with supervisors to make certain that job descriptions are reviewed and updated on a regular basis. 24. Provide employees with information about benefits and advocate on their behalf. Employee Relations 25. Promote collegiality, teamwork, and collaborative decision making among staff. 26. Implement procedures to ensure that employees are informed of personnel policies, procedures, and programs that affect them. 27. Coordinate communication and mediation processes for employee complaints, grievances, and concerns. 28. Monitor employee retention and turnover through analysis of data and exit interviews. Other 29. Participate in professional development activities to maintain current knowledge of human resource rules, regulations, and practices. 30. Compile, maintain, and file all physical and computerized reports, records, and other documents required. 31. Comply with policies established by federal and state law, State Board of Education rule, and local board policy. 32. Maintain confidentiality. 33. Make meeting arrangements for department activities including preparing materials, scheduling and setting up facilities, and arranging equipment. 34. Receive, sort, and distribute mail and other documents to department staff. Supervisory Responsibilities: None.
