$4,801.16 – $7,761.50 per month (regular, full‑time, non‑exempt)
Overview Assist the Regional Financial Services Manager in developing and managing the regional operating budget and ensuring effective utilization of funds.
Responsibilities
Assist in preparing regional budgets and monitoring all budget expenditures.
Produce monthly budget and statistical reports using CAPPS Financials and Excel.
Compile financial information, maintain transaction logs, and handle accounts payable, accounts receivable, and supply ordering.
Serve as the departmental super‑user for the purchasing requisition and TXSmartBuy systems.
Provide technical assistance and training to program and support staff on fund usage, availability, and budget procedures.
Audit purchase vouchers to ensure compliance with HHSC payment policies and procedures.
Communicate with Central Office and regional staff to resolve budget issues and keep expenditures aligned with policy.
Maintain accurate payment records and supporting documentation for audit purposes.
Plan, assign, and supervise the work of other staff when required.

Qualifications
High school diploma or GED required.
Knowledge of accounting principles and practices.
Experience with financial automated systems (e.g., CAPPS) and Microsoft Office Suite.
Ability to communicate effectively in writing and orally.
Experience gathering data and producing statistical reports.
Valid Class C Texas Driver’s License.
Ability to assist with emergency/disaster situations and to travel as needed.
Knowledge, Skills and Abilities (KSAs)
Knowledge of accounting, budgeting, management concepts, and procurement policies.
Knowledge of agency payment policies and procedures.
Understanding of automated accounting systems such as CAPPS Financials and USAS.
Skill in using standard agency computer hardware and software, including Microsoft Office Suite.
Accuracy with numerical data and use of calculators and office equipment.
Ability to maintain effective working relationships with others.
Effective oral and written communication skills.
