There may be potential to extend the full-time role if the program is successful and future funding becomes available.The City of Lakewood is seeking a motivated, detail-oriented, and technically skilled Building Performance Technical Specialist to support the development and implementation of Lakewood’s first Building Energy Benchmarking Program. This new initiative will improve energy efficiency and reduce greenhouse gas (GHG) emissions across Lakewood’s mid-size commercial and multifamily buildings—a key strategy in advancing the City’s climate and sustainability goals.The Technical Specialist will work in coordination with the Building Performance Program Coordinator to lead the energy and emissions data analysis of over 800 buildings, assist building owners with reporting requirements and technical resources, and implement quality data assurance processes to maximize program compliance and help reduce greenhouse gas emissions from the building sector. The ideal candidate combines strong technical and analytical capabilities with clear visual and interpersonal communication skills to demonstrate program success and positive community impact to key stakeholders, such as property owners and building managers. The Technical Specialist will bring technical rigor, attention to detail, and a collaborative mindset to help make Lakewood’s buildings more efficient, resilient, and climate friendly.**Essential Duties and Responsibilities***Incumbent is accountable for all duties of this job and other projects and responsibilities may be added at the City’s discretion. Employees must be able to perform the essential duties of this job with or without reasonable accommodation.** Data Analysis & Verification (40%): Lead data collection and analysis of building energy and greenhouse gas emissions, ensuring accurate benchmarking and actionable insights; Compile and maintain database of covered buildings; Prepare and implement Quality Assurance Project Plan to maximize data quality.* Technical Assistance (25%): Support online resource hub for the public, including reporting requirements and instructions, pathways to compliance, contractor lists and resources, financial incentives and programs; Translate technical findings into actionable information for diverse audiences.* Stakeholder Engagement and Training (25%): Develop and host communitywide trainings; Assist property owners and managers with program requirements, including utility data collection and reporting; Engage with stakeholders to educate about building efficiency and electrification improvements.* Compliance and Enforcement (10%): Support Building Performance Program Coordinator with tracking compliance towards program goals, review waivers, and approve program exemptions.* Leverage the City’s sustainability-related professional networks and other professional opportunities to maintain working knowledge of best practices in the industry.* Consult as appropriate with supervisor to discuss work progress or new problems which may require advice or further direction.* Perform other duties as assigned.**Reporting Relationships*** **Supervision Received**: Community Sustainability, Climate, and Zero Waste Manager. General day-to-day direction and guidance provided by Principal Sustainability Planner – Energy, Water, and Climate, and Senior Sustainability Planner – Building Performance Program Coordinator* **Supervision Exercised**: None**Knowledge, Skills and Abilities*** Knowledge of local, regional and/or national building energy policies and programs and understands how these are related.* Knowledge of sustainable building and site planning, land-use regulatory mechanisms, building codes and other development-related policies and processes.* Ability to research, analyze and synthesize complex information and data, develop and present recommendations and prepare concise written reports, correspondence and recommendations.* Ability to overcome barriers by developing well-thought-out solutions using creativity, innovation and integrated program design.* Excellent interpersonal skills, including the ability to maintain effective working relationships with property owners, the public, advisory boards, consultants and with employees at all levels of the organization.* Comfort with compliance communication, including the ability to clearly explain program requirements, notify property owners when they are out of compliance, and work collaboratively with them to guide corrective actions.* Demonstrates a commitment to incorporating the perspectives of diverse and under- represented communities in the considerations of the impacts and outcomes of decision-making processes.**Technological Skills*** Strong knowledge of building energy systems, energy efficiency principles, and greenhouse gas emissions accounting and reduction strategies.* Experience in data management and analysis, including proficiency with Excel and other data visualization tools.* Knowledge of benchmarking compliance tools, such as Energy Star Portfolio Manager, BEAM, and Touchstone IQ* Preferred: Ability to effectively communicate data in a clear and digestible way to the public and building owners—through graphics, visuals, summaries, or other formats—so results are easily understood beyond spreadsheets.**Education and Experience***A combination of job-related education and experience demonstrating the equivalent knowledge, skills, and abilities required to effectively perform the functions of this position may be considered, as determined by management.** **Education**: Four-year college degree in Urban Planning, Environmental Science/Policy, Physical Science, Engineering, Energy, or related field from accredited college* **Experience**: Two years minimum of progressively responsible experience in climate data and building energy analytics**Certification/Licenses/Specialized Training*** Certified Energy Manager (Preferred or willing to pursue)* Leadership in Energy and Environmental Design (LEED) Green Associate or Accredited Professional (Preferred or willing to pursue)**Working Conditions and Physical Requirements***Must successfully complete and maintain required state or departmental physical standards and certifications.***LIGHT WORK:** Exerting up to 30 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
