We are adding a Project Procurement Manager – Supply Chain to oversee all Supply Chain Activities, including Logistics, Inspection and Materials Management. In this role you will provide leadership and management for procurement of engineered equipment, subcontracts, professional services, commodities, permanent plant materials, and small tools and supplies, manage contract managers, expeditors and site purchasing agents, and interface with engineering, estimating and site management.

District Overview Kiewit Supply Network group specializes in providing comprehensive procurement services to clients in multiple markets, including transportation, water/wastewater, power, oil‑gas‑and‑chemical, building, nuclear and mining. Our key objective is to offer world‑class service focused on ensuring equipment, materials and services are consistently estimated and procured at the right price, delivered on schedule and in compliance with the client’s specifications and expectations.

Location This position could be based out of Idaho Falls, ID or Aiken, SC. Relocation assistance is available for qualified candidates.

Responsibilities

Oversee and plan all aspects of the supply chain from pre‑bid through estimating to closeout.

Manage all supply chain disciplines on a project such as Material Control, Category Buying, Expediting, Supplier Quality Surveillance, Logistics and Material Management.

Monitor and oversee execution of the procurement buy‑out.

Negotiate commercial terms and conditions with equipment vendors, material vendors, professional service providers and subcontractors; consult with corporate attorneys and senior management to minimize project and corporate risk while maintaining commercial competitiveness.

Coordinate activities with Category Lead Buyers and plan manpower.

Mentor and train supply chain staff to ensure policies and procedures are followed.

Locate and assist in the evaluation and qualification of vendors for materials and equipment, subcontractors, and professional service providers.

Assist in the development and implementation of procurement and contract management instructions, policies and procedures.

Provide feedback to assist in analyzing market and delivery systems to assess present and future material availability.

Resolve vendor or contractor grievances and claims.

Review purchase orders or subcontractor claims and contracts for conformance to company policy.

Communicate and enforce supply chain policies & procedures to project teams.

Responsible for projections, financial planning, expediting, delivery schedules and project supply chain reporting.

Site-specific Responsibilities

Implement and oversee project mobilization activities including office set‑up, site general arrangement, etc.

Oversee project support such as site security, recycling, temporary fencing, jobsite signage, dumpsters, trailer set up, etc.

Work with the material management department to ensure proper material receiving and control.

Qualifications

Proficient in Microsoft Office (PowerPoint, Word, Excel) with general knowledge of database utilization. SmartMaterials and/or SAP experience is a plus.

Bilingual proficiency in both Spanish and English is a plus.

Bachelor’s degree in construction management, business, engineering, supply chain management, or equivalent degree and/or a minimum of five years’ experience in engineering and/or construction or equivalent work/field/military experience.

Must have experience as a Project Procurement Manager – Supply Chain for EPC projects. Experience in the Nuclear market with a proven track record of successfully executed projects is strongly preferred.

Knowledge of equipment and materials common in Engineering, Procurement and Construction (EPC) projects.

Detail‑oriented, flexible and highly motivated with a strong work ethic and professional demeanor.

Effective time management and organizational skills with excellent interpersonal, written and verbal communication skills.

Ability to perform multiple tasks efficiently and accurately.

Team player with the ability to also work independently to meet fixed deadlines, goals and objectives.

Strong leadership and people management skills.
