Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan. Essential Duties Under general supervision, plans, coordinates, and supervises the enforcement of HUD’s Housing Quality Standards (HQS) and/or National Standards for the Physical Inspection of Real Estate (NSPIRE) for families participating in Baltimore County’s Housing Choice Voucher (HCV) Program. Inspects construction, repair, and alteration of buildings, and inspects buildings, structures, and grounds to ensure compliance with building, electrical, plumbing, livability codes, zoning laws, and other laws, codes, and regulations pertaining to health, safety, and appearance of the community.
Coordinates day-to-day activities of the HCV Program housing inspections operations.
Oversees and maintains the control system for the assigned inspection caseloads to ensure inspections are performed and follow-up is completed timely.
Supervises all initial, biennial, and complaint inspections.
Assigns and reviews work of Rental Subsidy Program Inspectors.
Reviews inspections and generates reports.
Provides advice and consultation to owners and managers of units subsidized by the HCV Program.
Consults with owners and managers to resolve violations.
Serves as point of contact and responds to inquiries related to inspections for applicants, program participants, and property owners.
Makes field inspections to conduct quality control inspections.
Supervises the issuance of letters failing units, abating payments and terminating contracts.
Testifies at hearings and various court proceedings when required.
Coordinates and directs the preparation of inspection activity reports.
Keeps agency management informed of the progress of cases.
Mediates complaints and dwelling lease violations regarding HQS unit inspection items between tenant and landlord/owner.
Provides accurate information to tenants and landlords/owners on questions, disputes, and program rights and responsibilities with promptness and accuracy; forwards copies of follow-up actions and written correspondences to appropriate management and department staff.
Complies with SEMAP regarding HQS, occupancy, and related procedures, policies, and regulations.
Compiles data for reports required of the HCV Program and inspects indicators.
Investigates complaints of program abuse and takes action per HUD, local, state, and federal procedures with promptness and accuracy.
Operates an agency vehicle and maintains a valid driver’s license and driving record as required for the position.
Maintains records of inspection activities and prepares reports.

Qualifications Bachelor's degree in architecture, business administration, civil or mechanical engineering, or a related field. Plus four years' experience in HQS (or similar) inspections, two years of which were in a supervisory capacity.
(Additional experience may be substituted on a year-for-year basis for the required education. Education beyond a bachelor's degree may be substituted on a year-for-year basis up to a maximum of two years for the non-supervisory experience.)
Knowledge, Skills, and Abilities (Entry Level)
Thorough knowledge of HUD’s Housing Quality Standards.
Skill in inspecting rental units to comply with HQS.
Skill in interpreting and enforcing regulations.
Skill in supervision of staff to conduct HQS.
Ability to administer all aspects of the HCV inspection regulations.
Thorough knowledge of building, electrical, plumbing, zoning, and livability inspection practices.
Thorough knowledge of building, electrical, plumbing, livability, and zoning codes and standards.
Knowledge of construction materials and ability to conduct code inspections.
Skill in interpreting and enforcing building, electrical, plumbing, zoning, livability codes and regulations.
Skill in interpreting maps, blueprints, and construction drawings.
Licenses and Certifications
Possession of a valid driver’s license equivalent to a noncommercial, class C Maryland driver’s license is required at the time of appointment.
Some positions may require Journeyman or Master Plumber registration in Baltimore County.
Some positions may require Master General Electrician registration in Baltimore County or a Statewide Master Electrician License.
Proof of Licenses, Certifications and Education Applicants must submit proof of licenses, certifications and education beyond high school. Diplomas or transcripts must show the major field of study. Copies and unofficial transcripts are acceptable. Failure to submit proof will result in your application not being considered. Proof must be submitted with each application.
Proof of Degree Equivalency Applicants who have obtained a degree from outside the United States must submit degree equivalence documentation from World Education Services, Inc. (www.WES.org).
Examination Procedure Applicants will be qualified based on an evaluation of their training and experience as stated on their application, including answers to supplemental questions. Applicants must clearly state dates and duties of past and present experience for evaluation purposes.
Physical and Environmental Conditions Duties are performed in indoor and outdoor environments; may require travel to residential units, buildings, and facilities. Requires use of a computer and standard office equipment; ability to operate a company vehicle as necessary.
Medical Examination and Employment Background Investigation Selected applicants must successfully complete a physical examination, drug screening, and employment investigation, including background and fingerprint checks.
