Overview The purpose of this position is to coordinate the implementation of signal timing plans, Traffic Management Center (TMC) operations and assist with Transportation Network operations and maintenance. This includes evaluating existing timing plans, developing new signal timing plans, timing log updates, signal system backups, and inspection of new and newly modified traffic signals. This position also assists with the maintenance of all the servers, computers and systems throughout the Transportation Network. Work requires knowledge primarily of the Tactics signal system software, various vehicle detection systems, CCTV integration and network operation.

This position has responsibilities that require lifting up to 20 pounds on occasion.

Responsibilities

Facilitates operation of the traffic signal system by monitoring Intelligent Transportation System resources like CCTV, signal maps, network traffic, and radios; identifying and verifying incidents, lane closures, and hazardous situations; displaying the library or template-based VMS messages; and completing records.

Receives calls and responds to citizen, motorist, and other department/agency inquiries and concerns about traffic signal operations and traffic-related issues.

Research and development of new Intelligent Transportation System devices and software available to test and use to improve traffic operations, such as connected vehicle systems and autonomous vehicle systems. Meet with vendors demonstrating systems available.

Design and develop improvements to existing operations, network design, and systems to improve traffic flow and traffic signal operations for day-to-day operations and special events.

Coordinate the maintenance of the signal timing database management, tracking, recording, and organizing of traffic signal timing changes.

Assist with the Transportation Network’s communication, maintenance, and troubleshooting practices to keep traffic signal, CCTV, and DMS communications in good order.

Assist with the Transportation Network servers and workstations, including operating system updates, and coordinate with vendors for third-party updates and maintenance of proprietary software (Tactics, Lonestar, Milestone, Jupiter, Canvas, Cohu, Daktronics, Wavetronics, Gridsmart, Autoscope video detection systems, Iteris detection systems, and others).

Coordinate the maintenance of the Traffic Management Center operations, including inspection of all installations and maintenance of equipment necessary for the center to function efficiently.

Coordinate the installation, operation, and maintenance of various vehicle and pedestrian detection systems, including but not limited to inductive loops, radar, and video.

Coordinate the dissemination of traffic information through various communication devices to other governmental agencies located within the operations center and/or managed area. Update traffic management databases with incident information and respond to general inquiries from the public.

Coordinate incident management, including the development and evaluation of incident response scenarios for planned or unplanned events and/or incidents.

Coordinate the deployment and maintenance of several PCMS boards to assist with incidents and events.

Coordinate the diagnosis and troubleshooting of traffic signal operations affected by vehicle and pedestrian detection issues and interface with Traffic Operations staff to make any necessary corrections.

Coordinate providing any available video evidence from Transportation CCTV systems for accidents, incidents, and Public Information Requests in a timely manner.

Coordinate maintenance, operations, and inspections with outside agencies (TXDOT, Union Pacific, NTTA, TRE / Herzog, Oncor) as needed.

All other duties as assigned by a supervisor/manager within your department/division.

Qualifications

Education:

Equivalent to an associates degree or equivalent experience.

Experience:

Minimum 3 years of relevant experience, preferably in the Traffic Management Center and/or Network environment. Must have a good electrical/electronic background with advanced computer and network skills, a solid understanding of the TxMUTCD, and familiarity with TXDOT operations and procedures.

Licenses:

Valid Driver's License required

Certifications Required:

IMSA Traffic Signal Technician Level II or obtain within a year of hire.
