Non-Smoking The City of Delray Beach is a Non-Tobacco Workplace . This is supervisory and technical work enforcing Land Development Regulations, Code of Ordinances, Building Codes and Standard Housing Codes. This work involves reviewing violation notices and other related paperwork, handling difficult customers and complaints, monitoring activity of Code Officers, reviewing cases for presentation at Code Enforcement Board and Special Magistrate, presenting cases at Code Enforcement Board/Special Magistrate, preparing annual performance reports for Code Officers, attending Homeowners Association Meetings, working with Homeowners Associations regarding code enforcement issues and Strategic Task Teams, preparing monthly activity reports, conducting field inspections of code officers assigned areas, participating in annual budget requests and handling all duties of Code Enforcement Administrator during any absence. Work is performed under general supervision.

The following duties are normal for this position. The omission of specific statements of duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Supervise, monitor and direct work assignments of field personnel.

Serve as division head when Code Enforcement Administrator is absent.

Enforce applicable sections of the Land Development Regulations, Housing Codes and Code of Ordinances through inspections and review activities.

Testify at Code Enforcement Board/Special Magistrate hearings and follows up on Code Enforcement and Special Magistrate Orders.

Issue notices of violation on public nuisance, housing code standards, zoning and building codes and abandoned vehicles.

Patrol assigned area and investigate complaints called in by the public.

Interact with public for assistance in interpretation of specific sections of the Land Development Regulations, Housing Codes and Code of Ordinances. Discuss code violations with the public.

May inspect house and properties, contacting the contracted waste hauler on garbage and trash pickups.

Address complaints or questions from citizens.

Perform all functions and responsibilities according to the City’s Code of Ethics, Palm Beach County Code of Ethics and Florida State Statutes.

Fosters positive employee relations and employee morale on a City-wide basis.

High school graduate or possession of an acceptable equivalency diploma, supplemented by college-level courses in building, construction or inspection techniques.

Five (5) years experience working with building codes, municipal codes or as a Code Enforcement Officer. Supervisory experience preferred.

Must be Florida Association of Code Enforcement (F.A.C.E.) certified or obtain Level 1 and Level 2 F.A.C.E. certification within 12 months from date of employment.

Must possess a valid State of Florida Driver's License with acceptable driving record.

Knowledge of municipal codes, housing codes, enforcement and inspection techniques.

Ability to obtain the Florida Association of Code Enforcement (FACE) Certification within 12 months in the position.

Ability to work with public diplomatically. Ability to supervise and monitor personnel. Ability to interface with various departments. Skill in handling a variety of work assignments concurrently. Able to handle stressful situations. Ability to manage and prioritize routine, specialized and complex assignments and problems utilizing knowledge acquired through prior education, training, and experience. Ability to communicate effectively in oral and written form. Ability to adapt to an evolving and continually improving environment. Requires demonstrated ability to utilize personal computer and office software such as MS Word, MS Excel and electronic mail.

A comparable combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position, may be substituted for the minimum qualifications.
