ASSISTANT OMBUDSMAN FOR CORRECTIONS **REPOST** (ADMINISTRATOR IV)

Introduction
The Maryland Office of Correctional Ombudsman is an independent unit within the Maryland State Government established in July 2024. The Office of the Correctional Ombudsman (OCO) provides independent oversight of the Department of Public Safety and Correctional Services and the Department of Juvenile Services. The primary purpose of the agency is to provide public reports and recommendations concerning the needs and rights of incarcerated individuals, their families, and prison volunteers. The OCO will improve safety and other conditions within Maryland’s prisons. This is a Special Appointment position and serves at the pleasure of the Appointing Authority. This recruitment has been reposted; previous applicants need not reapply. Open until filled. Responsibilities
Position duties include, but are not limited to: Assume the responsibility of correctional oversight within DPSCS facilities. Advising the Deputy Correctional Ombudsman or designee on all significant issues relating to Correctional oversight; initiate changes and improvements to ensure effective delivery. Report timely on DPSCS facility conditions in consultation with Deputy Correctional Ombudsmen or designee. Maintain compliance with OCO policies and procedures to ensure timely delivery of services on a daily and long‑range basis. Maintain timely and effective communication. Minimum Qualifications
Education: Graduation from an accredited high school or possession of a high school equivalency certificate. Experience: Six years of administrative staff or professional work. Substitutions:
30 credit hours from an accredited college or university for each year up to four years of required experience. Possession of a Bachelor’s degree from an accredited college or university and two years of experience in administrative staff or professional work. Possession of a Master’s degree from an accredited college or university for five years of required experience. U.S. Armed Forces military service experience as a commissioned officer involving staff work related to administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year‑for‑year basis.
Desired Qualifications
Juris Doctor (J.D.) degree or Master’s degree in a relevant field such as criminal justice, public administration, therapeutic counseling, social work, or other relevant field. Experience working with diverse populations, including juvenile or incarcerated individuals, their families, and advocacy groups. Experience conducting audits, investigations, or oversight activities within a juvenile, correctional or similar setting. Experience in conflict resolution and mediation. Familiarity with Maryland’s Juvenile or correctional system and relevant stakeholders. Experience working with governmental bodies and legislative processes. Individuals with relevant lived experience are welcomed to apply. Licenses, Registrations and Certifications
Employees may be assigned duties which require operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland. Selection Process
