The Business Analyst 5 will serve as the senior IT Business Analyst for MDOC’s mission‑critical applications. This role involves collaborating with MDOC clients and DTMB professionals to develop requirements, analyze data, recommend process improvements, and ensure alignment between business and system needs. The analyst will lead activities related to RFP development, cost estimation, impact analysis, and test strategy implementation. Additional responsibilities include acting as a liaison to vendors, representing the agency in strategic planning, and participating in statewide IT initiatives. Responsibilities
Gather, document, and analyze business, functional, and technical requirements for software projects. Develop RFP narratives and assist in procurement of IT solutions and services. Estimate project costs, plan and forecast timelines, and establish action plans. Create process models, swim lanes, sequence diagrams, and use cases. Organize and develop test plans and test cases in collaboration with business SMEs. Communicate effectively with vendors, customers, and technical teams. Identify and escalate issues and risks promptly. Participate in strategic planning and IT initiatives as needed. Qualifications & Experience
Strong knowledge of business analysis methodologies and process modeling. Experience with IT project planning, development, and implementation. Familiarity with Software Development Lifecycle (SDLC) and methodologies (Agile, CMMI, etc.). Advanced proficiency in MS Office, MS Project, and Visio. Ability to draft RFP requirements and perform project-level analysis. Excellent written and verbal communication skills. Prior State government experience is a plus. Bachelor’s degree preferred in Computer Science, Information Systems, IT Project Management, or related fields. About Codeworks
