Classification Title: UF/IFAS Extension Housing and Financial Education Program Specialist Classification Minimum Requirements: Bachelor's degree in an appropriate area; or an equivalent combination of education and relevant experience. Responsibilities

Curriculum Development and Financial Education:

Under the leadership of the Associate Program Leader (APL) for Housing Education, work with county agents to enhance the UF/IFAS First-Time Homebuyer curriculum in both English and Spanish. Provides oversight on Extension efforts, such as project scope, objectives, timeline, materials, and evaluation. Collaborate with county agents to create new financial education modules. Teach program curriculum. Designs, develops and implements training and educational programs related to financial education. Proactively identify opportunities for collaboration with other units. Organize and disseminates Extension educational and outreach materials for various target audiences, in collaboration with faculty and staff to meet organizational needs. Coordinate and develop blogs, EDIS documents, online courses, presentations, videos, and FAQs. Support additional financial education and counseling programs as needed, contributing to curriculum development and operational support. Create standard operating procedures for counseling programs. VITA & HUD Reporting and Administrative Duties:

Attend and contribute to VITA and HUD/Housing program meetings/Action Teams. Participates in organization development initiatives, including change management, strategic planning, and assessments. Oversee HUD Housing Counseling System (HCS) updates and ensure branch office compliance with HUD data and reporting requirements. Support grant administration, including agent timesheets, quarterly reports, and expenditure tracking. Aggregate and analyze data from VITA sites to prepare final reports. Ensure timely and accurate data entry for class attendance, demographics, and survey responses; explore tools to improve survey efficiency. Oversee pre- and post-survey administration and maintain demographic tracking sheets. Conduct needs assessments with various audiences and prepare data-based reports and recommendations. Assists department faculty in planning and enhancing effective outreach programs, including producing and developing original content for faculty to review. Identifies appropriate training sites and audiences. Aids with measuring and evaluating the effectiveness and impacts of educational and outreach efforts. Develops logic models for the Extension efforts. Implements change to educational and outreach materials. Research and reviews relevant articles and issues relating to program areas. Maintain accurate records and documentation for program compliance and evaluation. VITA Site Coordination and Volunteer Management:

Coordinate and oversee all aspects of VITA site operations. Responsible for developing policies and procedures for creating and delivering educational content and programs. Provides guidance for the design and development of training curricula, learning strategies, educational policies, or courseware standards. Prepares educational presentations and curricula and assists in conducting training programs. Recruit, train, and supervise volunteers to ensure effective site performance. Will be required to drive to different site locations. Provide real-time support to volunteers and taxpayers, answering questions and resolving issues. Conduct quality reviews of tax returns for accuracy and compliance. Virtually review tax returns with taxpayers and confirm readiness for transmission. Monitor return acceptance and rejection status weekly; follow up with taxpayers to resolve rejected returns. Ensure all tax returns are filed in accordance with IRS regulations. Tabeling or conducting outreach at conferences and events. Other duties as assigned. Qualifications

Required: Bachelors degree in an appropriate area; or an equivalent combination of education and relevant experience Preferred: Business and/or finance education or experience. Accredited Financial Counselor (AFC AE). Ability to develop and maintain accurate monitoring systems, tracking systems, records and reports. Ability to interact with personnel and the public in a positive and effective manner, and to establish and maintain effective working relationships and deliver excellent customer service. Demonstrated conflict management skills. Experience recruiting and supervising volunteers. Ability to teach adults. Bilingual. Skill in the use of standard office computer equipment and software applications. Demonstrated organizational, time-management skills and ability to handle multiple projects at the same time. Other information

Supervision: This position will not supervise others. The incumbent will be directly supervised by the Associate Dean for Extension Family, Youth and Communities Programs. Guidance will be provided to the program specialist through verbal and written means, in-person, via email or internal digital tools including Microsoft Teams. Normal work schedule: Typical work week is Monday through Friday, 8:00 am to 5:00 pm. Occasional evenings and weekends will be necessary for delivering or attending community outreach programs. Licenses, certifications, and other requirements: Possession and maintenance of a valid drivers license. Must complete and pass required IRS tax preparation certification including advance tax preparation and site coordination. Other characteristics: Work is performed in indoor, climate-controlled environments as well as outdoor environments. May involve bending, walking, sitting, pulling, lifting, grasping, hearing, seeing up close, seeing far away, kneeling, reaching, pushing, talking, standing, repetitive motions. Ability to lift up to 50 pounds. Policy making and interpretation: The incumbent will support the Extension educational activities of the department. This will require policy interpretation and the ability to set appropriate program priorities. Program direction and development: The program specialist will have specific tasks to complete and follow through with and will also be expected to provide suggestions and ideas for greater efficiency and effectiveness in customer service and program delivery. Communication: Program specialist will identify and perform education and outreach to external target audiences and communicate regularly with internal partners. Monetary responsibility: Program specialist will track expenses and use of program funds.
