Reporting to the General Manager, the Business Services Workgroup Manager/Chief Financial Officer (CFO) manages the Business Services Workgroup, including the development and implementation of workgroup and team goals, objectives, and priorities for each service area; and manages the District-wide administrative functions of finance, budgeting, accounting, internal audit, investments, and financial analysis; centralized purchasing; safety; risk management; organizational performance; and training. The workgroup has 16 full time positions.

This is a senior management level classification responsible for a wide variety of comprehensive functions and/or programs related to the business/financial needs of the District. The Business Services Workgroup Manager/CFO works directly with the General Manager, Board of Directors, and Executive Team to develop, implement, and manage District-wide goals, objectives and strategic planning as well as financing plans set forth by policy, ordinance, and Board approval.

Act as a trusted and confidential advisor to the General Manager.

EDUCATION & EXPERIENCE

Bachelor's degree with major coursework in finance, accounting, public or business administration, or a closely related field

Seven (7) years of increasingly responsible experience in public financing and accounting; a working knowledge of the other functional areas is desired

Three years' experience must have been in a supervisory or management capacity

EDUCATION & EXPERIENCE

Ensures District financial operations comply with regulatory and governmental standards (IRS, SCO, GASB, GAAP, PERS, ICMA) and principles of sound public fund stewardship.

Oversees budgeting, cash-flow forecasting, ACFR preparation, financial controls, rate impacts, and presents budget recommendations to the Board.

Serves as Board-appointed Treasurer, managing investments, bond programs, financing activities, and recommending annual updates to investment policies.

Ensures compliance with State and Federal regulations affecting financial matters, including, but not limited to, Proposition 218 and AB 1600 requirements.

Directs preparation of accurate, timely financial records and reports to maintain legal compliance and fiscal transparency.

Oversees District insurance programs, CSRMA applications, claims administration, and supports purchasing policy interpretation and updates.

Supports Organizational Performance efforts, including Balanced Scorecard development, District-wide quality initiatives, and performance measurement.

Participates on the Executive Team, providing strategic policy guidance, administering budgets, managing major projects, and occasionally acting as interim General Manager.

Manages staffing, service levels, safety compliance, resource allocation, and monitors external developments in finance, purchasing, and risk management.

Leads recruitment, performance management, mentoring, and continuous improvement efforts within Business Services teams, including support of quality and benchmarking programs.

LICENSES, CERTIFICATES, OR CREDENTIALS

Certification as a Certified Public Accountant (CPA) is highly desirable

Must possess a valid Class C California driver's license, have and maintain a satisfactory driving record and be insurable by the District to operate District vehicles.
