This is an On-Call position that may float to any of the three locations: Multnomah County Detention Center (Downtown, adult population); Juvenile Detention Center (NE Portland, youth population); Inverness Jail Detention Center (near PDX airport). The role provides assessment, crisis intervention, counseling and care coordination, with duties including case consultation, group facilitation, education, and adherence to evidence-based practices and assigned administrative tasks. This position is essential to public health and safety and requires reporting for duty regardless of county operational decisions. All employees share responsibility to maintain a work environment free of illegal discrimination and harassment. Compensation and location Pay Range: $39.11 - $48.12 hourly

The Opportunity

The Standby Behavioral Health Clinician Float On-Call

provides assessment, crisis intervention, counseling and care coordination for identified individuals in jail. Other duties include case consultation, group facilitation, education, attention to evidence-based practices and assigned administrative and client care duties. Depending on assignment, you may perform some or all of the duties listed below. Locations Multnomah County Detention Center (Downtown—adult population)

Juvenile Detention Center (NE Portland—youth population)

Inverness Jail Detention Center (Near PDX airport)

This position is essential to public health and safety and requires reporting for duty regardless of county decisions to close or curtail other county operations. All employees share responsibility to promptly report conduct that interferes with a work environment free of illegal discrimination and harassment. Triage/Direct Care: Conduct initial mental health assessments using current DSM-5-TR criteria; facilitate coordination and referrals for subsequent care; provide direct client care through crisis intervention, counseling, and client education; initiate, monitor, and discontinue suicide watch as clinically indicated.

On-call/Standby focus: Risk assessment, suicide watch management, crisis intervention, other urgent intervention needs, and essential coverage for assigned mental health caseloads; standby staff must be available to report during designated coverage hours.

Documentation and Care Coordination

Document client care with precision, adhering to national evidence-based clinical standards; utilize Electronic Health Records and sheriff office databases for clinical notes and encounters.

As the designated Responsible Mental Health Authority, provide and receive clinical consultation with Corrections Health staff, Multnomah County Sheriff's Office staff, outpatient providers, partner agencies, and legal entities; ensure appropriate releases of information and attend site meetings, clinical huddles, and mandated meetings.

Training and Qualifications

Standby Behavioral Health Clinician Float On-Call staff must complete 12 hours of annual professional training and continuing education per NCCHC standards and Corrections Health leadership, and complete all assigned management training. They may develop and deliver training and must participate in individual and group supervision and consult with the mental health team and leadership on clinical issues. Minimum Qualifications/Transferable Skills Education/Certification: Must be a Certified Qualified Mental Health Professional (QMHP-C) with the Mental Health & Addiction Certification Board of Oregon (MHACBO) or an equivalent license (e.g., through the Oregon Board of Licensed Professional Counselors and Therapists or Oregon Board of Licensed Social Workers). Current CPR/BLS certification (valid upon hire).

Background: Background investigation required (fingerprinting possible). Employment is contingent on passing the background check. This position is designated as an Essential Employee under Multnomah County Personnel Rule.

Preferred Qualifications and Transferable Skills

While not required, the following may be considered when identifying the most qualified candidates: 2 years of experience in a fast-paced clinical setting providing individual and group psychotherapy, diagnostic assessment and treatment (master’s level).

Independent licensure in Oregon or license-eligible status based on education.

Experience in corrections or other secure settings; experience with severe mental illness, risk assessment and crisis intervention; certification in Alcohol and Drug Counseling is desirable.
