Overview
At Sumter Construction, serves as project engineer on complex highway and bridge construction projects ensuring compliance with plans, specifications, and standards. Notify the contractor and Resident Construction Engineer (RCE) of deficiencies and make recommendations to RCE to resolve constructability issues using sound engineering judgment, and verify issues are resolved appropriately. Records field observations and measurements clearly and accurately. Enters field notes into AASHTO (American Association of State Highway and Transportation Officials)-Ware Project diaries database and final plans. Ensures all phases of construction are properly documented on appropriate standardized forms. Verifies contractor pay quantities measured in the field are appropriate and in conformance with contract requirements prior to issuing payment for work performed. Ensures construction surveying, staking and verification is performed accurately on assigned projects at required frequencies. Ensures survey notes are properly recorded. Verifies that construction work adheres to plan line and grade. Trains office staff in construction surveying and staking and in the proper use and maintenance of surveying instruments and equipment. Assist the Resident Construction Engineer with tasks related to project closeout such as final plans, material certification and final contractor concurrence. Ensures contractors are paid accurately for work performed with the plans and specifications. Serves as the department's representative when dealing with contractors, the general public, property owners, utility and company representatives, etc. Assists the RCE with office management tasks, including daily coordination of office human resources, maintenance of fixed assets such as pool vehicles, inspection and surveying equipment, office equipment and computers, etc. Supervises staff to include preparing EPMS (Employee Performance Management System) and other related personnel paperwork. Coaches counsels and train employees. Establishes and monitors work process. Implements management policies and initiatives and promote teamwork within the organization. Responsibilities

A bachelor’s degree in Engineering, Engineering Technology, or Construction Science and Management and one (1) year of engineering or construction management work experience; or an approved acceptable equivalence. A valid motor vehicle operator's license is required. Physical Demands
The physical demands for the essential functions of this position involve sitting or standing for extended periods of time. This position may require travel. It may require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. It may require driving and walking for extended periods, treading rough and uneven terrain, working in close proximity to motor traffic, and natural environmental hazards. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. This position may be exposed to outside environment in all weather conditions and noise. May be required to work overtime, nighttime, and/or weekends during hazardous weather or emergencies.
