Overview

Assistant Marina Manager position with Navy Region Southeast Fleet and Family Readiness (FFR). Assigned to the Recreation Division; Morale, Welfare and Recreation (MWR) Department; Commander, Navy Installations Command (CNIC). Purpose: serve as an assistant manager for the assigned Sailing Center and Marina facility.

Responsibilities Assist with the economic and efficient operation of the assigned Sailing Center and Marina.

Assist with day-to-day operations of the facility, including overseeing and directing staff; ensure a safe and pleasurable environment for patrons; maintain cleanliness and good repair of the facility; report damages, malfunctions, and safety hazards to the marina manager.

Manage sales entries into the designated Point of Sale (POS) system.

Verify, register, issue and audit change funds; prepare and oversee Daily Activity Reports (DARs) and deposits.

Assist with procurement requests, inventories and manage physical assets, resale inventory and rental equipment.

Maintain control over rental gear inventories; ensure upkeep, maintenance and replacement of equipment.

Promote, schedule, and manage fishing tournaments, sailing regattas, and other special events; program resources for supplies, equipment and resale merchandise.

Oversee marina store operations and assist with sailing lessons as directed by the Marina Manager or MWR Director.

Communicate with MWR personnel to support Marina and Sailing Center activities, boater participation, marketing, and equipment purchases.

Develop and oversee employee schedules; certify timecards and payroll.

Train and coordinate employee development and training with outside industry resources.

Contribute to performance evaluations; counsel personnel and recommend actions (hire, corrective actions, recognition).

Ensure customer service and patron issue resolution with minimal adverse impact; manage patron call screening, office duties, emails, filing, invoicing and accounts receivable tasks.

Support EEO policy and ensure compliance with fire safety, security, and environmental requirements.

Maintain smooth, safe, efficient facility operations in management’s absence; act as point of contact for subordinate staff and ensure supplies and equipment are provided; resolve minor problems and employee complaints.

Ensure marina safety boats are fueled and cleaned daily; operate safety boats as needed during training, regattas or on-the-water activities; assist patrons with boat storage and docking tasks.

Perform minor maintenance (e.g., batteries, hull cleaning, painting, decking repairs, replacing floats); tow disabled boats as needed.

Communicate with patrons about basic boating needs; monitor docks for hazards; ensure vessel insurance and registrations are current; enforce marina policies.

Address disorderly behavior tactfully; remove disruptive patrons if necessary.

Perform dock inspections before opening and at closing; ensure area is clean and safe.

Perform basic cleaning duties; maintain sanitation; manage restroom sanitation and supplies.

Assist in issuing and receiving rental equipment; help customers hook up trailers and load/unload equipment.

Requirements Must meet Federal employment suitability requirements and complete background investigation (fingerprint-based).

Must pass E-verify employment verification; resolve discrepancies as a condition of employment.

Must undergo Personal Identity Verification (PIV) process with two forms of ID (Form I-9).

May be required to pass pre-employment examinations.

Valid State driver’s license required to operate motor vehicles.

Salary must be deposited via Direct Deposit/Electronic Funds Transfer.

Selective Service Registration required for males born after 12/31/1959.

Position is mission essential.

Qualifications

Qualified candidates must provide sufficient experience and/or education to perform the duties. Include clear, specific descriptions of duties, dates and hours for each position. Government positions must include pay plan, series, grade, dates and agency/organization information.

Specialized experience related to the duties above; at or above the next lower level in the normal progression.

Knowledge of boating terminology, watercraft operation and maintenance, safety, and related activities.

Knowledge of military MWR and Non-Appropriated Fund (NAF) procurement, personnel, and funding.

Knowledge of NAF budgeting and activity-level financial management.

Knowledge of asset and inventory management; managing storage contracts and billing.

Skill in promoting, scheduling, and managing recreational boating activities and events.

Ability to direct work, monitor performance, and implement internal controls.

Ability to work with staff, management officials and patrons; work independently and make sound decisions.

Ability to perform minor marina maintenance and to tow disabled boats.

Ability to operate a computer and perform basic word processing/spreadsheets.

Ability to develop and deliver presentations and/or training; effective oral and written communication.

Education

A bachelor’s degree in Community Recreation, Outdoor Recreation or related field, or a combination of education and specialized experience, or three years of specialized experience in a Marina, Community Recreation, or Outdoor Recreation program.
