JOB SUMMARY

Provides comprehensive administrative, clerical, and receptionist support to Public Health staff and programs. Serves as the primary point of contact for the public and provides technical and administrative assistance to support daily operations. Under general supervision, performs a wide range of duties, including data entry and retrieval, report preparation, correspondence, creation and maintenance of health-related and administrative forms, and management of electronic records and documentation.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Adult Health Program Assistant:

Demonstrate comprehensive knowledge of Adult Health programs, including home care, case management, MnCHOICES, and other programs as implemented. Connect clients and families with appropriate services and resources.

Coordinate acceptance of new referrals, from intake through assignment to appropriate staff, following established protocols.

Open Adult Health client records in CHAMP (agency software) and verify insurance eligibility as needed. Coordinate client acceptance with contracted therapy providers.

Scan Adult Health client paper records into Nightingale Notes (part of CHAMP). Maintain security and confidentiality of all reports, records, and files.

Enter client Service Agreements, Advance Beneficiary Notices (ABN), and Therapy Log documentation into Nightingale Notes upon receipt. Submit Prior Authorization documentation for client visits as directed by nursing staff and transfer visit units in Nightingale Notes as needed.

Provide paraprofessional support by assisting professional staff with administrative and documentation tasks, particularly for case management clients who decline program services.

Update, maintain, and order Adult Health information files as directed by the Adult Health Supervisor or designee. Assemble educational materials, folders, and charts used by Adult Health nursing staff.

Manage the Electronic Visit Verification (EVV) system, including adding new clients and caregivers, editing clock-in/clock-out records, and running EVV reports to ensure accurate documentation.

Assist with correspondence for Adult Health nurses, including plans of care, orders, and related documentation, to ensure reviewed and signed copies are returned from the client’s primary care provider.

Assist with Home Health Aide (HHA) client records, meeting notices and minutes, and related correspondence. Run HHA reports and provide them to nursing staff. Contact clients regarding schedule changes as directed by the Adult Health Supervisor or designee.

Maintain current knowledge of evolving home health guidelines, regulatory requirements, and required trainings through participation in trainings and review of reference materials.

Office Administrative Assistant:

Maintain general knowledge of all Public Health programs, including but not limited to: new baby referrals, WIC (Women, Infants, and Children), C&TC (Child and Teen Checkup), Follow Along Program, Family Home Visiting, high-risk pregnancy, Supporting Hands Nurse-Family Partnership, home care, case management, school health, immunizations, emergency preparedness, Statewide Health Improvement Partnership (SHIP), Environmental Health, and other programs as implemented.

Serve as back up to the Administrative Assistant – Family Health.

Answer inquiries, greet the public, take messages, and provide general information. Direct clients and visitors to appropriate staff or programs.

Maintain courteous and effective working relationships with coworkers, the public, and other county departments. Interpret Public Health programs and exercise sound judgment when responding to inquiries in the absence of appropriate personnel.

Perform general office functions with minimal supervision. Prepare correspondence, reports, and statistical data from rough drafts; create forms as needed; and maintain updated staff directories, phone extensions lists, on-call schedules, and related documents.

Demonstrate working knowledge of agency computer programs and office equipment and assist staff when questions or technical issues arise. Run reports from Nightingale Notes as requested. Scan documents into ApplicationXtender (record software) and retrieve records as needed.

Assume roles and duties for public health emergency response. Is assigned National Incident Management System (NIMS) roles and duties.

Provide primary response to Health Alert Network (HAN) messages, forwarding alerts to appropriate health care providers (e.g., clinics, hospitals, nursing homes). Assist with follow-up to ensure receipt and maintain the community contact database.

Provide secretarial support to the Kandiyohi-Renville Community Health Board and other committees as assigned. Assist with meeting logistics, agendas, and minutes, and enter information into meeting software for county board meetings as directed.

Order medical forms as needed to support staff operations.

Coordinate incoming Public Health mail. Determine priority items and seek guidance when necessary. Deliver outgoing mail and ensure proper postage.

Coordinate incoming Public Health faxes to designated staff.

Create purchase orders as delegated by the Public Health Director, in accordance with Renville County purchasing guidelines.

Provides administrative support to the Registered Sanitarian for the Food, Pools, and Lodging (FPL) program, including documentation related to inspections, special event licenses, and related activities.

Maintain a listing of establishments within Renville County that are licensed for tobacco sales and registered for cannabis retail sales. Collect and provide required information and records to the Minnesota Department of Revenue and the Office of Cannabis Management, respectively. Notify establishments of licensure and registration requirements; collect annual license or registration fees; process required legal documents; and distribute licenses or registration certificates after applications are approved and appropriate signatures are obtained. Assist as needed with tobacco and cannabis retailer compliance activities and follow up after compliance checks are completed.

Serve as back up to the Medical Accounting Technician to receive vaccine shipments, prepare clinic supplies, and assist with insurance eligibility verification as needed.

Assist public health staff with room and motor pool reservations and travel arrangements for trainings and conferences.

Other Key Responsibilities:

Perform other related work assignments as directed or as it becomes apparent.

QUALIFICATIONS AND REQUIREMENTS

Education and Experience:

One-year certificate or a degree from a college or technical school with finance or medical-related field preferred.

Minimum of one year of previous related experience and/or training.

Knowledge, Skills, and Abilities:

Knowledge of the organization and function of state and local health agencies, including public sector operations, administrative procedures, and records management requirements. Knowledge of customer service principles, confidentiality standards, and basic scheduling, meeting coordination, and office support functions.

Strong written and verbal communication skills with proficiency in standard office software, including Microsoft Word, Outlook, and Excel. Skilled in organization, attention to detail, time management, and prioritization while managing multiple tasks and deadlines. Exercise sound judgment and discretion when handling confidential or sensitive information. Customer service skills with the ability to learn new information quickly. Skill in conflict resolution and adept at diffusing stressful or hostile situations with clients or customers in a professional and empathetic manner.

Ability to organize and maintain records. Demonstrated ability to work independently to complete tasks, as well as collaboratively in a team environment. Ability to follow written and verbal instructions, learn new systems and processes, and manage multiple ongoing projects while successfully completing work assignments in a timely manner. Ability to use office equipment including computer, phone, and copier.

Physical Demands:

This role occasionally involves exerting up to 25 pounds of force. It typically involves sitting, speaking or hearing, using hands to finger, handle or feel and repetitive motions and occasionally requires standing, walking, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling and lifting. Standard vision and vocal communication are necessary for expressing or exchanging ideas by means of the spoken word, as is hearing at normal levels. Tasks include preparing and analyzing written or computer data, office machine operation, and observing surroundings. Work has no exposure to environmental conditions. Work might have moderate noise levels (e.g., business office).
