It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence.**Description of Work**The Counselor in Charge is based in the Wilmington Unit Office and is responsible for providing vocational rehabilitation services to eligible individuals with mental health and/or substance use disabilities, supporting them in achieving and maintaining competitive employment. The role manages a high volume of monthly referrals and delivers services in accordance with State, Federal, and Agency policies and guidelines.

The incumbent exercises independent judgment in casework decisions, except in instances requiring approval by the Unit Manager, Chief of Policy, or other designated authority. This position also provides guidance and instruction to assigned counselors on casework issues, reviews and approves casework for designated Rehabilitation Counselor I staff, and monitors assigned caseloads for outcome goals, budgets, and overall program management. Caseload assignments for casework approval are determined by the Unit Manager based on unit needs.

The selected applicant will be responsible for designing and implementing comprehensive vocational rehabilitation plans for persons with disabilities. This includes evaluating diagnostic information to determine eligibility and necessary services, developing individualized service plans in collaboration with consumers, providing supportive counseling, monitoring progress, and coordinating with community partners to enhance employment opportunities for individuals with disabilities.**Knowledge Skills and Abilities/Management Preferences**Salary Range: $48,222.00 - $84,388.00Recruitment Range: $48,222.00 - $72,000.00Candidates now meet the minimum qualifications of a position if they have the minimum education and experience listed on the vacancy announcement.
