Overview

The Village of Winfield is accepting applications for our Utility Billing Clerk. This full-time position supports accurate utility billing and customer service while contributing to the efficient operation of Village services. HIRING HOURLY RATE: $22.84 - $33.44/hour (dependent on qualifications) with excellent benefits. Definition and Purpose

This position is responsible for the maintenance and review of Village utility billing records, which involves managing customer accounts, processing payments, and ensuring accurate billing for utility services, while also completing other financial transactions for the Village. Essential Job Functions

Receive payments for utility bills and meter installation fees. Input utility billing data and transmits files to the third-party bill printer to support accurate bill preparation, including distribution of the Winfield newsletter every other billing cycle. Process past due notices and apply penalties to accounts. Perform daily balancing, posting, journal entries, and reconciliation of all cash receipts, including lockbox, online, ACH, and bank deposits for Utility Billing, Building, business licenses, and other miscellaneous receivables. Post payments to customer accounts and arrange long-term payment plans for overdue accounts. Upload meter reads, review exception reports, research inconsistencies in water accounts, coordinate all required meter reads, and communicates with customers regarding their utility accounts. Update or change customer records as necessary. Compile reports and correspondence as required. Prepare work orders for water shut-offs and special meter readings, dispatch staff to utility calls. Maintain schedules for water meter and remote installation and maintenance activities. Respond to citizen and utility customer inquiries and concerns. Maintain and reconcile the petty cash box, ensuring accurate recordkeeping and compliance with Village policies for cash handling. Assist with front desk coverage, performing receptionist duties as needed, including greeting visitors, answering phones, and assisting with inquiries during absences of the primary receptionist. Support the Finance Department as needed. Maintain an awareness of and complies with all safety policies and guidelines. Perform other duties as required. Requirements

EXPERIENCE Two (2) years of professional office experience required; preferably in utility billing, bookkeeping, accounting, or customer service; or equivalent combination of education, training, and experience. EDUCATION High school diploma or equivalent required. Associate’s degree in business or accounting preferred. KNOWLEDGE, SKILLS AND ABILITIES Strong customer service orientation and professional demeanor. Proficiency in Microsoft Office, experience with BS&A Software and Aclara preferred. Strong organizational and multitasking skills along with the ability to meet deadlines. Considerable knowledge of mathematics and bookkeeping principles. Some knowledge of accounting and financial management concepts. Strong attention to detail and accuracy in data entry and recordkeeping. Ability to understand written and oral directions and maintain effective working relationships. Knowledge of municipal operations and administrative procedures. Ability to maintain confidentiality and use discretion. Excellent written and verbal communication skills. Ability to interact tactfully and courteously with the public and coworkers. Working Environment

Work is primarily performed in an office setting. Frequent sitting, typing, and use of office equipment. Occasional lifting of supplies or materials up to 15 lbs. Work Schedule

8AM-4:30PM, Monday through Friday. Salary and Benefits

This is a full-time, non-exempt position with full benefits and participation in the Illinois Municipal Retirement Fund (IMRF), a defined benefit retirement plan.
