Minimum Qualifications

Must be at least 18 years of age;

Be a citizen of the United States;

Must have a High School Diploma or equivalent;

Must have completed the basic recruit training course for correctional officers and have one year of experience as a certified officer with the State of Florida;

Must not have received a suspension within the past 12 months;

Must not have received an involuntary demotion within the past 24 months;

Must not have received less than a 3.00 rating on a performance evaluation within the past 3 fiscal years.

Specific Duties and Responsibilities This Correctional Officer Captain position is located at Holmes Correctional Institution. The incumbent has regulatory responsibilities and is subject to the provisions of Chapter 60L-36, Florida Administrative Code.

The Officer assigned to this position supervises Correctional Officers and Correctional Officer Sergeants on any security post and shift. This position serves as the initial Commander during emergency situations and plans, organizes, and coordinates the activities of all Correctional Officers and Correctional Officer Sergeants assigned to a shift.

Duties include but are not limited to the following:

Delegate post assignments, coordinate leave use, and ensure accurate attendance and leave reports. Work with lead officers to ensure proper security coverage. Conduct periodic individual counseling with staff to outline problem areas and give additional duties or instructions.

Supervise searches for contraband and perform daily inspections of buildings and grounds. Inspect the physical plant for security concerns and sanitation standards. Function as facility manager during non-administrative hours.

Circulate throughout the institution observing employees’ performance. Conduct performance evaluations. Schedule and coordinate training programs for subordinates. Conduct continuous training of subordinate staff in security procedures and performance. Take and recommend non-appealable disciplinary action and recommend appealable disciplinary action to higher level management.

Supervise and coordinate body cavity searches as authorized by the Warden. Authorize non-emergency applications of use of force. Supervise inmates commensurate with the level of risk they present. Manage inmate housing areas, enforce rules and sanitation standards. Transport inmates using approved restraints and observe relevant laws, policies and procedures. Conduct accurate head counts, maintain custody and control over inmates at appointments outside the secured perimeter, and escort inmates within the secured perimeter. Inventory personal property and issue receipts.

Perform crisis intervention functions including subduing violent or uncooperative inmates, defending persons against attack, or preventing escapes, using approved deadly or non-deadly force, restraints or other approved methods. Maintain facility security. This includes performing contraband searches of inmates and other persons (including body cavities) as applicable. This may include visual inspection of body cavities and possible exposure to body fluids.

Observe inmate behavior to identify inmates exhibiting mental or emotional disorders, using counseling techniques or referral actions as outlined in policies or guidelines.

Provide emergency assistance during emergencies, disasters and accidents including CPR, first aid, apprehension of escaping inmates, evacuation procedures, and security of inmates and/or areas in accordance with the emergency situation.

Conduct inspections and surveillance of persons, property, vehicles, buildings and outdoor areas. Physically check doors, windows, gates, and fences to ensure proper security. Maintain good observational skills.

Maintain proper inventory records. Issue and receive property and equipment.

Attend mandatory and other training. Perform other related duties as required.
