Inspector I / Inspector II - City of Carlsbad Location: Carlsbad, California

The City of Carlsbad is home to approximately 115,000 residents and maintains 450 acres of parkland, 40 linear miles of recreational trails, and a wide array of community facilities. The Parks & Recreation Department is seeking an Inspector at the entry‑level (Inspector I) and a mid‑level Inspector (Inspector II) to conduct routine and complex inspections of construction, maintenance, and landscape projects.

Key Responsibilities

Conduct inspections of private and public construction projects, parks, facilities, and trail development to ensure compliance with approved plans, specifications, standards, and maintenance contracts.

Act as lead project inspector on assigned projects, review contract change orders, recommend change orders and amendments, and prepare payment‑tracking records.

Read and interpret plans and specifications; recommend modifications and issue compliance deficiency notices as needed.

Maintain accurate inspection records and enforce on‑site safety requirements.

Assist in developing maintenance agreements, letters of agreement, and other contracts.

Authorize and amend contracted work items and issue monthly contractor ratings.

Supervise subordinate staff in contract administration and project management.

Respond to and resolve citizen complaints.

Other duties as assigned.

Qualifications

Knowledge of maintenance and construction principles; proper construction techniques; building, street, and landscape trades; traffic control; and safe work practices.

Knowledge of applicable state, federal, and local codes and regulations.

Knowledge of contract administration and project management processes.

Ability to learn city procedures for inspections, report deficiencies, and issue notices.

Ability to read and understand engineering, construction, and landscape plans; prepare cost estimates; interpret contract language; manage and inspect projects.

Effective communication skills, both oral and written.

Professional relationships and problem‑solving abilities.

Education & Experience

Inspector I

– Two years of construction or maintenance work and six months of contract inspection experience; secondary education (12th grade) with specialized training in construction or landscape. Equivalent two years of college landscape or horticulture courses may substitute for one year of experience.

Inspector II

– At least two years of inspection experience similar to that of a Parks Inspector I; education equivalent to 12th grade plus specialized training in public works, engineering, construction, facilities, or landscape maintenance. Two years of relevant college courses may substitute for one year of experience.

Required Certifications

Valid Class “C” California driver’s license (full‑time).

Inspector I – Qualified Applicator’s Certificate from the California Department of Pesticide Regulation within 12 months.

Inspector II – Certified Playground Safety Inspector (CPSI) certificate within 12 months.

Inspector II – Qualified Applicator’s Certificate within 12 months.

Certified Arborist Certificate (highly desirable for both roles).

Salary

Inspector I: $33.20–$40.39 per hour.

Inspector II: $37.77–$45.97 per hour.
