Job Overview Provide services in support of advocacy, intervention, prevention, education and training to address domestic violence under the Army’s Family Advocacy Program (FAP). The role supports the Army’s Victim Advocacy Program (VAP), delivering comprehensive services 24/7 to assist and advocate for victims of domestic abuse and to facilitate a victim’s transition to community resources. The victim advocate serves Soldiers and Army Families on- and off‑installation, adhering to program protocol.

Responsibilities

Provide crisis intervention and comprehensive services, including emotional support, transportation arrangement, accompaniment to medical, legal and/or law‑enforcement appointments, securing protective orders, emergency food and shelter, and information on benefits.

Work directly with victims to ensure their expressed needs are advocated for and presented to relevant agencies.

Assess imminent risks to the victim’s health and safety and make appropriate referrals.

Assist victims in navigating the system to obtain desired services and continue care referrals.

Deliver sensitive, confidential, immediate care and treatment to restore health and well‑being.

Conduct initial screening, non‑clinical risk and lethality assessment, and safety planning.

Develop safety plans, perform lethality assessments, and provide emotional support, crisis intervention, and prevention awareness.

Maintain liaison with the Family Advocacy Program Manager (FAPM) to ensure coordinated community response, including comprehensive victim services and training.

Offer crisis intervention and warm hand‑off to community resources for victims not eligible for Military Treatment Facility services.

Provide information on victim rights, available services, and resources on and off installation.

Coordinate with FAPM to develop procedures ensuring timely and appropriate information for victims.

Respond to victim contact telephonically within 20 minutes or face‑to‑face within 60 minutes when requested.

Explain FAP disclosure and reporting options during initial contact, ensuring informed decision‑making.

Ensure immediate contact with first responders (Emergency Medical Services or law enforcement) during crisis situations involving imminent harm.

Operate within established guidelines of the FAP and the Victim Advocacy Program, AR 608‑18.

Conduct domestic abuse training and awareness programs for Soldiers, Families, and civilians.

Address associated responsibilities related to child and youth abuse, family intervention, and court advocacy as required.

Maintain ongoing case management; complete all data entry within three business days.

Ensure daily contact with a victim while in crisis and maintain contact at least every 30 days when not in crisis.

Transfer cases appropriately upon completion of advocacy services, with FAPM concurrence, and close cases as needed.

Adapt to flexible scheduling, primarily nights, weekends, and occasional day hours as the installation’s needs arise.

Qualifications

Bachelor’s Degree from an accredited school in social work, psychology, marriage, family, and child counseling, counseling or behavioral science, education, community health, or public health.

At least two years of experience working with victims of domestic abuse/sexual assault or victim advocacy services.

Working knowledge of family violence dynamics, safety planning, risk assessments, local community resources, and federal & state laws related to domestic abuse, sexual assault, family law, and the Victim Rights Bill.

Ability to intervene in crisis situations using sound professional judgment, ethical practice, and common sense.

Independent decision‑making to assess risk and develop, implement, and evaluate safety and intervention plans.

Demonstrated understanding, sensitivity, and empathy for victims.

Ability to build trusting helping relationships.

Ability to work effectively with individuals and families from diverse racial, ethnic, and socioeconomic backgrounds.

Cooperative working relationships with military and civilian medical, social service, law‑enforcement, and legal personnel on behalf of victims.

Valid, unrestricted motor vehicle license and reliable transportation for non‑emergency victim transport when required.

Availability for on‑call 24/7 victim advocacy services.
