Overview This non‑exempt, full‑time position (40 hours per week, Monday‑Friday, 7:30 a.m.–4:30 p.m.) is an entry‑level engineering technician role in the Department of Engineering & Planning. The Technician reviews planning, design, and construction documents for water, sewer, and solid waste facilities, coordinates building permits, and collaborates with county staff and external agencies. It offers opportunities for career growth and an education reimbursement program.

Compensation and Benefits The base wage range for external hires is $27.50-$44.01 per hour for Technician I and $29.43-$47.09 per hour for Technician II. The upper range includes internal transfers and promotions as per county policy.

Responsibilities

Review preliminary plans for commercial sites and subdivisions for water and sewer service adequacy.

Review water and sewer construction plans for compliance with county and division standards.

Verify easements for subdivision record plats and off‑site water and sewer infrastructure.

Assist in selection and sizing of water meters.

Coordinate permitting with MD DE, MD SHAs, CSX, utilities, and others.

Make on‑site visits to existing and proposed construction sites as needed.

Review and coordinate construction contract packages for completeness.

Assign and manage new water and sewer project numbers and post to the master list.

Coordinate with in‑house construction inspection staff during construction.

Respond to questions from developers, contractors, consulting engineers, surveyors, etc.

Establish new construction operational acceptance with billing and other agencies.

Assist in management of small developer‑funded projects.

Collaborate with county staff and departments on information coordination.

Perform other related duties as required.

Qualifications Engineering Technician I

High school graduation or equivalent.

Minimum 2 years of experience in technical review of construction documents for civil/site development.

Valid automobile operator’s license.

Combination of related education and/or work experience may be considered.

Engineering Technician II

High school graduation or equivalent.

Minimum 4 years of experience in technical review of construction documents for civil/site development.

Valid automobile operator’s license.

Combination of related education and/or work experience may be considered.

Knowledge, Skills, and Abilities

Maintain County Authorized Driver privileges.

Strong computer skills; proficiency with spreadsheets, databases, word processing, and GIS.

Effective working relationships with co‑workers, contractors, developers, engineers, surveyors, and the public.

Knowledge of land surveying principles and practices; GPS.

Strong spoken and written English communication skills.

Basic drafting or CAD techniques for site/civil projects; accurate record keeping.

Read and interpret civil, mechanical, electrical engineering drawings and related documents.

Operate large document scanners, plotters, and other peripheral devices.

Preference

Related education or training.

Water and sewer design and/or construction experience.

AutoCAD experience specific to water and sewer design and planning.

Experience with ESRI GIS software (ArcGIS), Hansen (Infor), and Microsoft 365.

Physical Requirements

Frequently sit, perform repetitive motions and reach; occasionally walk, lift up to 20 lb, and drive.

Work primarily indoors; occasionally outdoors on uneven or dirty/dusty grounds.

Travel over varied terrain to access facility sites; use manual tools to remove/replace manhole lids and drive stakes.

Provide own transportation for site visits, meetings, etc.

Availability for other working hours as needed.

Verification of employment eligibility and a criminal background check per Public Health Security and Bioterrorism Preparedness Act of 2002 may be conducted.
