DCAS's mission is to make city government work for all New Yorkers. This role is part of the Nonpublic School Security Reimbursement Program (NPS) Unit within FBM, which manages all aspects of the Citywide initiative, including processing applications for new schools, recertifications for existing schools, annual budgets, reimbursement invoices, and periodic training seminars.

Responsibilities

Be versed on all aspects of Local Law 2 of 2016 and the Rules of the NPS Program, particularly as they relate to application requirements.

Review NPS Applications submitted to the program to ensure the required files are submitted and verify documentation (e.g., Organizational Charts, BEDS forms, Workscope document, Nonprofit Non-Public School Documentation, IRS 501(c)(3) Determination Letter).

Save all application documents via PASSPort in shared drive and verify compliance; contact schools for resubmission or notify them if findings are responsive, non-responsive, or not selected.

Maintain and update the Application Tracking Database with current status.

For recertifying schools, review and save all documents (Workscope, BEDS form, Attachment B); email schools if documents need correction.

Issue notices to accepted schools (award letter, MOU, MOU completion instructions, annual budgets) via email; issue revocation letters if criteria are not met or schools are non-responsive.

Assist with tracking MOUs and prepare for DCAS signature.

Prepare weekly MOU status and application status reports, plus ad-hoc reports as requested.

Assist the Deputy Director with annual insurance document reviews and update the insurance tracker.

Review Afterschool Activities requests, approve/deny usage, inform schools of decisions, and respond to questions/complaints.

Update the Afterschool Activities database (Excel).

Minimum Qualifications A master’s degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school; or

A baccalaureate degree from an accredited college and two years of satisfactory full‑time professional experience in areas such as budget administration, accounting, economic or financial administration, fiscal or economic research, management or methods analysis, operations research, organizational research or program evaluation, personnel or public administration, recruitment, labor relations, or related fields.

An associate degree with four years of such experience, or a four‑year high school diploma with six years of such experience, or a combination of education and/or experience as described above with substitution rules as stated. All candidates must have a high school diploma.

Preferred Skills

Excellent analytical skills with keen attention to detail.

Intermediate knowledge of Microsoft Excel and Word.

Excellent oral and written communication skills.

Ability to work independently with minimal oversight and collaborate with peers.

Strong organizational aptitude to manage multiple, competing priorities and meet deadlines.
