PACE (Program of All-Inclusive Care for the Elderly) was developed to answer the many problems around caring for frail seniors. The PACE model is centered on the belief that it is better for the well‑being of seniors with chronic care needs and their families to be served in their community whenever possible.

Seniors, their family members, and caregivers face many issues, including transportation to appointments, management of medications, coordination of medical care from different specialists, lack of social interaction, and ability to stay alone at home. On Lok PACE participants receive in‑home care services and transportation to an On Lok PACE center for primary medical care, social and recreational activities, and other senior care services.

POSITION SUMMARY: The Senior Regulatory Affairs & Compliance Specialist is responsible for ensuring compliance with regulatory, licensing, and contractual requirements set forth by the Centers for Medicare and Medicaid Services (CMS), the California Department of Health Care Services (DHCS), and other regulatory agencies. This role provides advanced expertise and independent execution of regulatory compliance activities, analysis, and monitoring initiatives related to the Program of All-Inclusive Care for the Elderly (PACE). The individual serves as a subject‑matter expert and trusted advisor to cross‑functional partners, while influencing compliance practices and improvements across the organization.

DUTIES / RESPONSIBILITIES: REGULATORY GUIDANCE & ANALYSIS

Monitors and reviews communications from CMS, DHCS, and other regulatory agencies.

Analyzes and interprets new or updated regulations, identifies impact to PACE operations, and translates requirements into actionable guidance.

Provides expert analysis on complex regulatory issues as they arise, delivering timely guidance to leadership and teams.

Participates in regulatory training sessions, webinars, and calls, and disseminates key takeaways internally.

POLICIES & PROCEDURES

Partners with internal departments to develop, revise, and review policies and procedures to ensure regulatory alignment.

Provides subject‑matter expertise to the Policies and Procedures Committee and coordinates the approval and dissemination of updated policies.

REGULATORY AUDITS & COMPLIANCE MONITORING

Represents the organization externally with regulators and auditors in a professional, knowledgeable manner.

Serves as a key resource during external audits and site visits, preparing documentation and universes.

Drafts corrective action plans and monitors follow‑up activities in collaboration with impacted departments.

Conducts regulatory compliance monitoring reviews and assessments of internal and external processes, identifying trends, risks, and areas for improvement.

Prepares reports and dashboards for management with clear recommendations.

REGULATORY REPORTS & FILINGS

Leads the preparation, review, and submission of routine and ad‑hoc reports and filings. Performs quality checks on data and information prior to submission.

Advices departments on reporting requirements and ensures deadlines are met.

OTHER

Collaborates with departments across the organization to strengthen compliance culture and practices.

Oversees the accuracy and maintenance of compliance databases and repositories, including regulatory communications and audit documentation.

Performs other regulatory compliance activities and initiatives as assigned by supervisor.

QUALIFICATIONS (knowledge, skills, abilities):

Bachelor's Degree in Healthcare Administration, Business Administration, Public Policy, or a related field.

5-10 years experience in progressive regulatory affairs or compliance experience in a managed care or healthcare environment.

Demonstrated expertise with Medicare and Medicaid programs.

In‑depth knowledge of CMS, DHCS, and related regulatory frameworks.

Strong analytical, critical thinking, and problem‑solving skills.

Exceptional attention to detail and time management.

Ability to work independently while building trust and influence across departments.

Proficiency with MS Office Suite (Word, Excel, PowerPoint) and Adobe Acrobat.

Must be able to manage multiple deadlines in a fast‑paced environment.
