Active TS/SCI clearance.

Current Project Management Professional or Program Management Professional (PgMP) certification.

12 years of progressive experience within Program/Project Management, preferrable within the Intelligence Community.

A minimum of ten years’ experience supporting and/or managing military intelligence operations and/or programs specializing in all‑source intelligence analysis and production.

A minimum of five years’ experience planning, directing, coordinating, and managing projects or programs with geographically dispersed personnel, particularly OCONUS, and budgets exceeding $50M per year.

Experience with UK visa requirements, SOFA requirements, regulations, and processes.

Recent experience (within the last five years) working at or above the Combatant Command level.

SECURITY CLEARANCE:

This position requires the candidate to have an active TS/SCI clearance. US Citizen ship is required to obtain a clearance.

As the Deputy Program Manager, the candidate will serve as the Government’s main POC in RAF Molesworth, UK, and in coordination with the Program Manager, provide leadership and guidance for contractor personnel on the program. The Deputy PM will be responsible for the day-to-day management of the contract activities in RAF Molesworth including staffing, financial management, quality and efficiency as well as technical and programmatic reporting. In coordination with and guidance from the Program Manager, the Deputy PM will execute the requirements of the contract and direct the work of employees and subcontractors assigned to the program while providing leadership and guidance to the team. The candidate is expected to work seamlessly with the COR and key customer stakeholders to maintain the technical/cost/schedule baseline and generate deliverables.

The Deputy Program Manager supports the PM in the development of Staffing Plans, including skill and labor mix, to support contract operations. The Deputy PM supports recruiting, interviewing, and hiring staff, assigns staff and provides direction as necessary to complete tasks. Supports the PM in monitoring the contract, subcontract, and funding; prepares forecasts of program financial performance. Coordinates with Security on crossover and orientation and provides time and attendance instructions and assistance as needed.

The Deputy PM will serve as the Government’s primary POC based in RAF Molesworth, UK. The Deputy PM will provide leadership and guidance, in coordination with the Program Manager, for all contractor personnel assigned to RAF Molesworth and across the USEUCOM and USAFRICOM AORs.

Some of the responsibilities include, but are not limited to:

Assign tasks to contractor personnel, supervising ongoing technical efforts, and managing overall performance.

Responsible for the quality and efficiency of the TO, including technical issues and business processes.

Make decisions for and commit the contractor’s organization to respond to Government issues, concerns, and comments.

Be proactive in alerting the Government to potential contractual or programmatic and resource limitations issues.
