JOB SUMMARY: Under the general direction of the Communications and Marketing Director, assists with City marketing and advertising efforts by developing annual action plans and social media strategies. Serves as the lead and main point of contact for website management and updates while ensuring that site content is kept up to date. Responsible for working with the Digital Media Production Specialist to produce digital media such as videos, graphics, and photographs for various uses by the city. Produces relevant content for the City's social media sites for targeted audiences and seeks relational engagement from social media followers. Ensures all online venues are updated and maintained consistently to convey a positive online presence, including but not limited to: City Website, Municipal Golf Course Website, Economic Development Website, Del Rio International Airport Website, and Mass Notification Systems (Re-Group).

ESSENTIAL JOB FUNCTIONS

Designs social media graphics, signage, flyers, and other promotional materials to support City departments.

Work with internal departments and external vendors to produce videos for use on social media or for other City purposes.

Develops a monthly social media content calendar to ensure regular posting.

Create relevant and timely messages for digital monitors as well as digital billboards. Maintain a calendar of messages to ensure events and communications are relevant.

Write, edit, and manage social media-related content. Work in conjunction with other marketing employees.

Produce content and manage social media presence on Instagram, Facebook, Twitter, YouTube, LinkedIn, and other relevant social networking platforms.

Monitor all mentions of City of Del Rio found online; track alerts and monitor social media sites.

Manage online discussions promptly and craft responses to messages, blogs, and other social media sites, and online news outlets.

Stay abreast of the city events that may be conducive for digital and social media and attend city events as needed to produce related videos, graphics, and/or social media content.

Provide constant, relevant, and newsworthy information on the social media platforms.

Work cohesively with other team members to gather ideas and information for digital media and social media posts.

Prepare, evaluate, and present comprehensive statistical and narrative social media analytical reports to measure online activity of the City of Del Rio.

Work with communications and marketing team members to coordinate and push various marketing campaigns and messages through digital and social media.

Stay abreast of digital and social media trends, tools, methods, and products.

Plan for events and create social media content to engage followers.

Stream live events on social media platforms.

Performs other related duties as required.

QUALIFICATIONS

Required Education/Experience:

Bachelor's degree in Communications, Marketing, Public Relations, Advertising, or related field preferred.

1-3 years related job experience required.

Current valid Texas Driver’s License.

Able to pass a criminal background check.

Competencies:

Proficient in multimedia devices and software, including still photography, video, InDesign, Photoshop, as well as video editing programs and/or equipment.

Proficient in Apple products, including MacBook, MacBook Pro, iMac, iPad, etc.

Demonstrated competence using the Adobe Creative Suite, specifically targeting Adobe Premiere, After Effects, and Photoshop.

Excellent design skills and/or design judgment.

Be an excellent visual storyteller with the ability to shoot and edit images to tell the City of Del Rio story.

Strong sense of shot composition and lighting, knowledge of procedures and workflow from production to post-production work.

In-depth knowledge and understanding of social media platforms and tools.

Comprehensive knowledge of best practices for managing and optimizing social media channels.

Strong creative and editorial writing skills, including knowledge of AP style.

Strong quantitative skills with the ability to gather analytical data, compile information, and prepare reports for presentation to the Administration and City Council.

Social media program planning and implementation skills.

Comfortable handling multiple tasks with skill in organizing resources and establishing priorities; excellent in managing time.

Proven ability to work well within a team and foster a cooperative work environment.

EXPECTATIONS

Will have contact – in person, by email, or by phone – with staff, elected officials, and the general public.

Must exhibit a sensitivity to and an understanding of the diverse community issues, current events, cultural events, and tone of current events.

Social Media: The ability to use social media to maintain or promote the City of Del Rio brand is necessary. Expected to regularly post text, video, and images that engage the City of Del Rio community, follow online conversations on the social media accounts, and solve customer concerns using social media platforms.

Communication: Excellent verbal and written communication skills are essential for this position. The candidate must interact with the Communications and Marketing Director and other staff, and customers. As good communicators, these professionals must identify social media events such as an interesting hashtag or sensitive topic and share appropriate content that aligns with the City of Del Rio's social media strategy.

Creativity: Crafting engaging content is an important skill for the candidate. This professional must constantly align content with customer trends to interest and engage the public.

Technology: Computer skills, skills in using social media platforms, and experience with tools used to analyze social media platforms are required for this position.

Research: Skills in learning social media trends, identifying new social media tools, and finding real-time online conversations are necessary for this position.

Time Management: Organizing tasks and the social media schedule to meet deadlines is essential for this role.
