ESSENTIAL JOB FUNCTIONS Under the supervision of and reports to the Planning and Zoning Director. Responsible for management of all services and activities of the Development Services Division functions, including administering, interpreting, and enforcing City building and environmental codes, ordinances, and regulations; including International Building Code, Mechanical Code, Plumbing Code, and National Electrical Code, and NFPA and local codes such as sprinkling, zoning, etc. Will perform supervisory and technical duties to ensure enforcement and compliance with all adopted City codes. Perform work related to the review and inspection of residential and commercial construction, and coordinate with other City departments relative to new construction.

Coordinates all administrative functions for the Building Inspection Division.
Schedules, monitors, and evaluates the work of the City's Inspectors professionally.
Reviews commercial and residential plans for zoning, building, electrical, plumbing, and mechanical code requirements and ensures compliance accurately and professionally; recommends any changes or amendments necessary for compliance.
Administers permitting process for all commercial and residential construction. Ensures proper permits for construction work being performed within the City have been obtained.
Develops, implements, and coordinates quality assurance and quality control programs for plan review and inspections. Shall perform building inspections as needed.
Oversees final inspections for commercial and residential construction at completion for issuance of a certificate of occupancy.
Administers and organizes the City's archives for residential and commercial plans.
Administers and revises, as necessary, nationally recognized codes relating to building inspection. Ensures the City adopts the most recent nationally recognized codes (i.e., IBC, IRC, Plumbing, Mechanical, Electrical, Energy).
Coordinates the Building Inspection Division activities with other departments.
Resolves policy and procedural issues as they occur within the division.
Attends Board of Adjustment, Planning & Zoning Commission, Urban Design & Development Advisory Committee, and the Zoning Ordinance Advisory Committee meetings to provide professional and technical staff support as needed.
Educates the public on building safety concerns and code compliance.
Works with citizens on requests and resolves complaints.
Consults with contractors, sub-contractors, home/business owners, real estate agents, and citizens regarding proper application of construction codes and zoning regulations.
Participates in the development, implementation, and maintenance of departmental goals, objectives, policies, and procedures; reviews and evaluates work methods and procedures for improving organizational performance and meeting division goals; ensures that goals are achieved.
Recommends departmental programs and services that may require budgetary authorization.
Provides technical building code advice to supervisors; makes presentations to supervisors, boards, commissions, civic groups, city council, and the public. Communicates official programs, policies, and procedures to staff, the city council, and the public.
Assures that assigned areas of responsibility are performed within budget; performs cost control activities; monitors revenues and expenditures in assigned area to assure sound fiscal control; prepares annual budget request; assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time. Prepares and administers the annual operating budget of the Code Compliance Department.
Resolves interpretation issues for inspections of buildings under construction and existing buildings for compliance with the applicable plumbing, mechanical, building, and electrical codes with residential owners, contractors, and developers.
Assists the Director with planning and developing the annual budget.
Performs the duties of a plan examiner or inspector, as needed.
Performs other related duties as required.
MINIMUM QUALIFICATIONS Education and Experience:
Preferred - degree from an accredited college or university with major coursework in Construction Science, Construction Administration, engineering, architecture, or other related field preferred; and Ten (10) years of increasingly responsible experience in building inspection, code enforcement, plan review, and/or construction experience, including five (5) years of supervisory responsibility.
Minimum - High School Diploma or GED with ten (10) years in building inspection, code enforcement, plan review, and/or construction experience, including five (5) years of supervisory responsibility.
Possess or ability to obtain the following certifications within 24 (TWENTY-FOUR) months of employment:
Building Official Certification (CBO) as issued by the International Code Council (ICC).
ICC Building Inspector Certificate, ICC Plans Examiner Certificate, ICC Electrical Inspector Certificate, and ICC Mechanical Inspector Certificate.
Texas State licensed plumbing inspector, preferred.
Must have a valid Texas driver's license and good driving record.
Knowledge, Skills, and Abilities
Comprehensive knowledge of building codes, planning principles, and zoning requirements.
Ability to read and understand technical materials, plans, and specifications.
Ability to prepare reports on technical issues.
Ability to speak effectively and make formal presentations before City Council and statutory and advisory boards.
Ability to establish and maintain effective working relationships with co-workers, other departments, city officials, and the general public.
In-depth knowledge of city codes and ability to objectively interpret code requirements.
Knowledge of approved installation methods of construction materials.
Knowledge of proper inspection methods.
Ability to enforce codes with firmness, tact, and impartiality.
Ability to express oneself clearly and concisely, both orally and in writing.
Ability to establish and maintain effective working relationships with fellow employees, property owners, building contractors, officials, and the public.
Skilled in the use of personal computers and general office equipment.
