Job Description:
The Business Analyst Specialist will lead business analysis activities for the WIC MIS system, including reviewing current system functionality, translating business processes into detailed requirements, and identifying gaps between existing documentation and regulatory or program needs. The role involves close collaboration with technical teams, program leadership, and subject matter experts to support system modernization, compliance, and operational effectiveness.
This position also provides day-to-day guidance to assigned staff and ensures project milestones, risks, and deliverables are tracked and communicated effectively.
Responsibilities:
Develop, manage, and execute requirements documentation project plan for the WIC MIS system.
Review and analyze the current WIC MIS (MOSAIC) system and translate existing functionality into clear, actionable business and system requirements.
Perform business and gap analysis to assess current system documentation against federal, state, and program requirements.
Coordinate and guide team members and subject matter experts in requirements gathering, documentation, and prioritization activities.
Apply project management methodologies to track milestones, manage risks and issues, and report project status to leadership.
Obtain stakeholder review, feedback, and formal sign-off on documented requirements and priorities.
Collaborate daily with technical and non-technical teams to monitor progress, proactively identify issues, and resolve risks.
Provide leadership and mentoring to both technical and business team members.
Support additional project-related duties as assigned.
Required Skills:
10+ years
of business analysis experience, including requirements elicitation and documentation.
Strong knowledge of
project management frameworks and methodologies .
Experience working within
large-scale IT environments
and enterprise systems.
Proven ability to define
functional, non-functional, and system requirements .
Strong interpersonal and communication skills with the ability to negotiate, resolve conflicts, and collaborate across multiple stakeholder groups.
Demonstrated ability to produce
clear, accurate, and complete requirements documentation .
Experience ensuring system functionality and regulatory requirements are accurately documented.
CBAP OR PBA certification required
Preferred Skills:
Experience working with
government regulations or compliance frameworks .
5+ years
of project management experience.
5+ years
of experience leading teams or workgroups.
Experience interpreting policy and translating regulations into system requirements.
Strong experience with advanced requirements elicitation techniques, including reviewing existing MIS functionality.
Bachelor’s degree in Business, Computer Science, Information Systems, or a related field.
Experience gathering MIS requirements within a
large organization or government agency .
Experience creating solicitation or contract requirements.
PMI-PBA or IIBA CBAP certification preferred.
