System One is seeking a
Contract Administrator
for a
12-month contract opportunity . This role reports directly to the
Procurement Manager
and is responsible for sourcing, subcontract administration, buyer and purchasing activities. The Contract Administrator will play a key role in supplier development and the acquisition of products and services, contributing to project success by mitigating risks and ensuring optimal supplier performance.
Responsibilities: Support complex procurement and subcontract management duties, including federal government contracting.
Manage procurement activities with a focus on performance, change control, quality, cost, and schedule.
Work with requestors to understand procurement requirements.
Review
Statements of Work (SOWs)
and specifications to ensure the correct goods and services are procured.
Select appropriate
Terms and Conditions
for each procurement and work with Legal to negotiate supplier exceptions when required.
Conduct market research to identify potential suppliers.
Prepare and manage pre-award activities such as
Requests for Proposals (RFPs), Requests for Quotes (RFQs), and Expressions of Interest (EOIs), including site visits .
Perform price analyses to determine cost reasonableness.
Ensure funding approval before entering into contractual agreements.
Submit procurement packages for review and obtain necessary approvals before award.
Issue
Purchase Orders (POs)
or other forms of agreements to suppliers.
Monitor and expedite orders to ensure on-time delivery.
Manage post-award activities focusing on performance, change control, quality, cost, and schedule.
Verify receipt of goods and services and resolve discrepancies.
Perform contract closeout activities.
Maintain complete and accurate procurement files and records.
Support other procurement and contract-related duties as assigned.
Key Qualifications and Skills: Experience with clients and supplier relations (REQUIRED).
Bachelor’s degree or higher in Business, Supply Chain, or a related field (REQUIRED).
Minimum of 3 years of experience related to Procurement and/or Contract Management (REQUIRED).
Experience executing subcontracts in accordance with FAR and/or 2 CFR 200 Procurement Standards (REQUIRED).
Experience with
U.S. Government (DOE or DOD) contracting/subcontracting
is preferred.
Military experience is a plus.
Experience with purchasing
first-of-a-kind fabricated equipment, IT software, and commercial items .
Understanding of
quality assurance and export control requirements .
Nuclear industry or related experience
is a plus.
Technical background is a plus and can be experience-based.
Proven ability to work in a
fast-paced environment
and produce high-quality work.
Strong
organizational and collaboration skills .
Proficiency in
Excel, Word, and PowerPoint .
Excellent
communication skills .
