Texas Health and Human Services Commission (HHSC)

The HHSC Intellectual and Developmental Disability (IDD) Services and Preadmission Screening and Resident Review (PASRR) section provides services to Texans with intellectual and developmental disabilities. PASRR is a federally required process to identify people with mental illness, intellectual disability, or developmental disability who apply to, or reside in, a Medicaid‑certified nursing facility (NF) to ensure that the NF admission is appropriate. PASRR is also intended to ensure people residing in an NF are receiving all necessary specialized services.

The PASRR program plans to enhance the Long‑Term Care online portal (LTCOP) by automating the process for requesting and authorizing PASRR IDD habilitative specialized services (IHSS).
