Job Summary
Responsible for the management of the assigned functions and personnel.
Serves as a Campus Security Authority as defined by the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act).
Assists in developing and managing the departmental budget and provides administrative guidance for the control of budget expenditures.
Directs the preparation of a variety of records, data, and reports relating to departmental activities; prepares reviews and presents reports and other necessary correspondence; reviews and evaluates reports and other documents submitted by subordinate personnel.
Evaluates and modifies, as required, programs, activities, policies, procedures, rules, orders, and regulations to ensure compliance with the university’s and the department’s missions, goals, objectives, and core values; Board of Regent’s Rules; U.T. System Police policies; university operating procedures; department policies; and general law.
Designs, coordinates, and implements the organization and mobilization efforts of the university community to achieve the department’s mission, goals, and objectives.
Reviews and directs the department’s fiscal, equipment, and human resources activities and services; develops, reviews, and manages staff and employee recruitment, development, and training.
Identifies and resolves challenging public safety and university community concerns.
Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing and hiring employees; training and developing employees; planning, assigning, and directing work; appraising performance; rewarding employees; addressing complaints and resolving problems.
Mentors and coaches employees
Develops and operationalizes community engagement efforts that educates the community, assists in preventing crime and victimization, builds relationships and partnerships, and enhances the credibility, trust, and legitimacy between the police department and the community.
Coordinates law enforcement activities with other departments and law enforcement agencies, support organizations, internal partners, and the community.
Controls and commands major investigations and large university special events. Performs risk management assessments and develops related preparedness, response, and mitigation guidance.
Acts as the Deputy Incident Commander at EOC activations
Represents the Chief of Police at meetings, conferences, and other public functions; acts, as directed, as media spokesperson for the police department.
Conducts, directs, and reviews investigations of officer and staff misconduct within the police department and makes disciplinary action recommendations to the Chief of Police.
Participates in professional organizations and on a variety of boards, commissions, and committees.
Assumes command of the police department in the absence of the chief.
Performs other duties as assigned
Essential Duties and Responsibilities Assists the Chief of Police in the leadership, management, and operation of the Police Department. Assists with the development, administration, coordination, and implementation of departmental policies, procedures, and activities.
Required Qualifications
Possesses the knowledge and skills to effectively perform the essential duties and responsibilities of an Assistant Chief as noted above.
Bachelor’s degree from an accredited college or university.
Current Texas Peace Officer license with Master Peace Officer certification from the Texas Commission on Law Enforcement (TCOLE).
Class “C” Texas driver’s license or eligible for same.
Candidates should possess approximately ten (10) years of diverse and progressively responsible law enforcement leadership experience as a commissioned police officer with an accredited agency. This experience must include at least five (5) years in administrative, management, or supervisory roles, demonstrating comprehensive oversight of personnel, operational units, and large‑scale operations. Responsibilities should reflect significant depth and breadth of command, including budget management, staffing allocations, and accountability for organizational performance.
Must remain eligible to hold a TCOLE peace office commission and a valid Texas driver’s license not subject to suspension.
Must be eligible to drive a university‑owned or leased motor vehicle.
Must meet any prerequisites established by the Director of Police, the Board of Regents, and the Texas Commission on Law Enforcement concerning age requirements and physical, mental, and educational standards.
Strong leadership skills.
Excellent interpersonal skills and ability to effectively communicate with a wide range of individuals and constituencies in a diverse community.
Effective, clear, and concise written and oral communication skills.
Logical, effective analytical and problem‑solving abilities.
Must have the physical and mental capabilities to properly carry out responsibilities and duties as a commissioned police officer of The University of Texas System Police.
Must possess knowledge and skills in emergency medical procedures, first aid and CPR techniques.
Must be proficient in the operation and safety procedures of all equipment utilized by the University Police Department necessary to perform assigned tasks.
This position is classified as security‑sensitive and thereby subject to the provisions of Section 51.215, Texas Education Code.
Proven ability to oversee budgets, personnel management, and departmental operations.
Excellent written and verbal communication skills, with the ability to represent the department effectively to internal and external stakeholders.
Preferred Qualifications
Master’s degree from an accredited college or university.
Experience and knowledge in many of the following areas: criminal investigations, internal affairs management, event management, crime scene, dispatch, property and evidence, threat management, Clery, Title IX, crime victim services, grant management, risk management, emergency management, dignitary protection or building security.
Prior experience in the preparation and execution of Executive Protection operations.
Proven ability to develop and implement departmental policies, standard operating procedures, and strategic plans.
Knowledge and experience in the operation of a police communications division and the GATRRS system.
Prior experience in police operations in a hospital or clinical environment.
Prior experience policing in a university or campus policing environment, with knowledge of Clery Act and Title IX compliance.
Strong background in community policing and building collaborative relationships with students, faculty, and staff.
Prior experience policing in an urban environment.
Completion of an advanced police management and leadership training such as the FBI National Academy, PERF’s Senior Management Institute for Police, Southern Police Institute, Northwestern School of Police Staff and Command, Naval Post Graduate School, Law Enforcement Management Institute of Texas, or IACLEA Executive Development Course, or the ability to start a program within one year of start date.
Work Hours In order to meet the demands for our campus community, our university police agency operates 24 hours per day to include weekends, holidays, and overtime as needed.
Driving Required This job requires a class "C" operator's driver's license. The applicant selected must provide a current three‑year driving record from the current state of residence. If not currently a Texas resident, a Texas driver's license must be obtained within 30 days of becoming a Texas resident. Employees who are required to have a CDL are subject to drug and alcohol testing (pre‑employment, post‑accident, reasonable suspicion, random, return‑to‑duty, and follow‑up drug and alcohol testing).
