To develop, implement, and execute incremental and catalytic economic development and revitalization programs in targeted areas of Laredo, especially downtown Laredo. To determine development objectives, action plans, and other development related activities and to be responsible for program oversight and administration. To identify and secure any applicable funding and shared partnerships for revitalization, historic preservation, and community development strategies that will positively transform targeted areas of Laredo and downtown Laredo. To facilitate and assist in the implementation of development and redevelopment projects and/or functions from conception to completion. Additionally, to facilitate collaboration among businesses, municipal departments, and its public and private partners; partner with the departments and outside organizations to facilitate strategic planning and to develop and implement strategies for targeted redevelopment area. To develop and maintain strong working relationships with and facilitate a strong business network between area merchants, charitable organizations, chamber, and various municipal departments.

ESSENTIAL DUTIES & RESPONSIBILITIES

Plans and develops redevelopment and revitalization programs and initiatives including, but not limited to developing and maintain program budget, purchasing, measuring downtown economic climate, researching potential businesses, performing, purse and track investment opportunities.

Develop and maintain strong working relationships with downtown merchants, organizations, chambers and City departments.

Duties include managing administrative aspects of redevelopment programs. Additional duties include coordinating and preparing agents, documents, presentations, and exhibits as needed.

Monitor, pursue, and apply for grant opportunities at the state and federal level.

Assist with business retention, expansion, and recruitment, including providing information, expertise, and appropriate referrals to business owners, marketing opportunities to outside businesses, working with developers and business and property owners to enhance the quality of retail and commercial space.

Conduct outreach efforts promoting city programs for a diverse population including but not limited to local business, local institutions, and nonprofit groups, neighborhood advocacy groups and local agencies and to assist local business through the City's permitting and approval processes.

Additional duties include serving as the staff liaison with other departments and organizations as well as assisting the department with general administrative duties including coordinating an preparing agendas, documents, presentations, and exhibits as needed.

WORK ENVIRONMENT/CONDITIONS AND PHYSICAL DEMANDS Physical Effort Requirements: Position will have the following exposures

Occasional exposure to unpleasant environmental conditions and/or hazards. Occasional outside work.

Exerting up to 35 pounds of force occasionally, up to 20 pounds of force frequently, and/or up to 20 pounds of force constantly having to move objects.

Work Environment Locations: Position will require the employee to work in the following types of work environments

Never: Warehouse environment

Seldom: Street environment (near moving traffic), Construction site

Sometimes: Outdoor environment, Confined space

Frequently: Office or similar indoor environment

Exposures: Position will require the employee to be exposed to the following environmental elements

Never: Individuals with known violent backgrounds, Extreme cold (below 32 degrees), Communicable diseases, Moving mechanical parts, Fumes or airborne particles, Toxic or caustic chemicals or substances, Loud noises (85+ decibels such as heavy trucks, jack hammers, construction)

Seldom: Extreme heat (above 100 degrees)

Sometimes: Individuals who are hostile or irate

Travel: Position will require the employee to travel

Never: International travel

Required Education and Experience

Bachelor's degree from an accredited* college or university in Business Administration, Management, Marketing or related field.

At least one (1) year of experience in community-based organizations and other nonprofits that specialize in dealing with businesses, working with small businesses and other business-support programs, marketing and planning or municipal governments.

Council of Higher Education Accreditation (C.H.E.A.) Required Certifications or License.

Valid Texas Driver License. If applicant holds an out-of-state license, a State of Texas Driver License must be obtained within 6 months of employment.

As part of the minimum requirements for all positions with the City of Laredo, a thorough background check and certified school transcripts will be required from all applicants who are offered employment.

Effective February 24, 1997, all selected applicants are required to undergo a drug and alcohol test prior to employment.

Effective January 7, 2008, all persons in safety-sensitive functions/positions, as per City of Laredo Drug and Alcohol Policy definition, shall be subject to random drug and alcohol testing.
