CTUIR MISSION STATEMENT Exercise the Tribe’s sovereign authority to achieve the maximum protection of resources identified in the Treaty of 1855, to protect newly acquired lands wherein the Tribe has a vested interest, to protect the lands of all the citizens and residents of the Umatilla Indian Reservation. This position will protect human life, water, land, air, and wildlife by exercising professional skills and abilities in the protection of the resources of the Confederated Tribes of the Umatilla Indian Reservation.

DEPARTMENT OF NATURAL RESOURCES MISSION STATEMENT To protect, restore, and enhance the First Foods – water, salmon, deer, cous, and huckleberry – for the perpetual cultural, economic, and sovereign benefit of the CTUIR. We will accomplish this utilizing traditional ecological and cultural knowledge and science to inform: 1) population and habitat management goals and actions; and 2) natural resource policies and regulatory mechanisms.

WATER RESOURCES PROGRAM MISSION To ensure that ground and surface waters are available to satisfy CTUIR treaty rights, the needs of CTUIR members, and the citizens of the Umatilla Indian Reservation. The Water Resources Program implements CTUIR Water Code procedures and regulations to promote sustainable water use and management.

GENERAL STATEMENT OF DUTIES The Umatilla Basin Hydrologist leads projects that advance the understanding of water resources on the Umatilla Indian Reservation and throughout the Umatilla Basin, with opportunities to support work in other basins as priorities allow. The position is responsible for designing and carrying out groundwater and surface water investigations; developing and applying research, monitoring, and modeling tools; collecting and interpreting field data; evaluating surface water gaging networks and flow records; conducting analysis of surface water quality data in collaboration with the Water Quality Coordinator; and managing datasets to ensure accuracy, accessibility, and long-term value.

The Umatilla Basin Hydrologist delivers high-quality data and analysis to support water planning, water-use enforcement, and policy development consistent with the Tribal Water Code and CTUIR’s guiding frameworks, including First Foods, River Vision, Upland Vision, and the Climate Adaptation Plan. Depending on project scale and funding, the position may also provide leadership and supervisory oversight for technical staff.

To achieve organizational goals for the benefit of the CTUIR community, the Umatilla Basin Hydrologist works closely with CTUIR policy makers, DNR Programs (Cultural Resources Protection, Fisheries, Wildlife, Range & Agriculture & Forestry, Energy and Environmental Sciences, First Foods Policy, and Administration), and other Tribal departments.

EXAMPLES OF ESSENTIAL JOB DUTIES & RESPONSIBILITIES Knowledge Development

Leads the CTUIR Water Resources Program in identifying, structuring, and prioritizing questions to improve understanding of groundwater and surface water resources in the Umatilla Basin, with an emphasis on the Upper Umatilla Basin.

Develops, prepares, and implements collaborative groundwater and surface water assessment and research proposals to advance basin-wide understanding. Ensures assessment and research results are scientifically defensible to support CTUIR policy and management decisions.

Strategic Planning

Integrates groundwater and surface water assessment and research results into organizational products and processes, including the Tribal Water Code, Water Management Plans, Drought Early Warning System, Comprehensive Plan, Climate Adaptation Plan, Program strategies, work plans, and grant funding proposals.

Assists in developing groundwater and surface water-related work products responsive to annual water management and drought planning needs.

Fosters collaborative work with other Federal and State co‑managers, other tribes, and non‑governmental organizations, including but not necessarily limited to 1) Umatilla Indian Reservation groundwater management for beneficial uses identified in the Tribal Water Code; 2) Drought planning; 3) Umatilla Basin water rights settlement; 4) Basin, Watershed, or Place‑Based Planning; 5) Lower Umatilla Basin Groundwater Management Area.

Participates in Program planning retreats to coordinate work commitments, schedule new initiatives, and integrate work with other DNR Programs and CTUIR Departments.

Facilitates project budget development, allocation, oversight, and reporting consistent with awarded funding proposals, including timely submittal and reconciliation.

Contributes to sensitive and complex negotiations, agreements, and settlements that advance the CTUIR and DNR mission (e.g., water rights settlements, instream flow acquisitions or leases, natural resources mitigation).

Assists Program and Tribal Water Commission with Tribal Water Code maintenance and updates as directed.

Collaborates with the Office of Legal Counsel in the identification and advancement of efforts to protect CTUIR water rights.

Operations

Manages groundwater and surface water data, primarily for the Upper Umatilla Basin, including development of data quality objectives, QA/QC protocols, data collection, storage, queries, analysis, synthesis, and reporting to inform management and policy decisions.

Maintains and publishes data collection and management protocols to ensure consistent, defensible, and accessible data for decision-making.

Participates in outreach, education, inter‑disciplinary collaboration, Tribal forums (including the Tribal Water Commission, Committees, and Board of Trustees), and inter‑governmental correspondence to inform Tribal members, residents, and external communities about groundwater and surface water; promote projects benefiting CTUIR and its partners; present hydrologic findings and recommendations; and support CTUIR’s Treaty Rights, DNR, and Fisheries missions as directed.

Contributes to timely project budget development and reconciliation for research and project proposals.

Attends and contributes to regular Program meetings and periodic DNR all‑staff meetings.

Coordinates with other CTUIR Departments and Programs, ensuring information‑sharing and integration with DNR initiatives related to water rights, water use, and management.

Facilitates regular employee safety training for self and supervisees.

Contributes to inter‑governmental correspondence in support of CTUIR’s Treaty Rights, DNR, and Fisheries missions, as requested by the Water Resources Program Manager, DNR Director, or DNR Inter‑Govermental Affairs Coordinator.

Assists with reviews of, and contributions to, state and national legislation or negotiations, including analyses for consistency with CTUIR policy positions and providing recommended improvements.

Participates in professional society forums related to groundwater, surface water, and water management/policy to disseminate Program work and maintain current awareness of hydrologic research and issues.

Evaluation

Evaluates progress of groundwater and surface water projects at multiple time scales, consistent with grant requirements and internal protocols, to ensure progress or corrective actions as needed.

Identifies and promotes professional development opportunities to enhance staff capacity and align with organizational needs.

Reporting

Prepares and submits timely Program reporting, including Tribal progress reports, Commission/Committee updates, and grant reporting as required.

SUPERVISORY AUTHORITY Supervises 0-3 staff (e.g., Hydrologist, Water Resources Technicians) dependent on project complexity.

SIGNATORY AUTHORITY Purchase requests and orders, employee evaluations, time sheets, leave requests, travel authorizations, trip reports, and other supervisory personnel documentation as needed.

ACCESS TO SENSITIVE AREAS Sensitive areas of the department and program containing sensitive documentation and material such as: access to the HR records vault and personnel records during the proper performance of duties.

REQUIRED MINIMUM QUALIFICATIONS

Master’s degree in water resources science, water resources engineering, hydrology, geology, or similar degree programs preferred and three years of professional work experience in related field OR

Bachelor’s degree in water resources science, water resources engineering, hydrology, geology, or related field with five years experience in the field.

Must have strong interpersonal and communication skills, including the ability to communicate effectively, orally and in writing, through concise reports, memoranda, directives, emails and letters. Must possess and demonstrate good writing, spelling, proofing, grammar and punctuation skills.

Individuals must have strong writing skills and ability to publish, or co‑publish with collaborators, peer‑reviewed journal articles on Umatilla Basin groundwater and surface water research to disseminate results, maintain credibility, and build peer networks that support CTUIR’s interests.

Must have at least four years of supervisory experience. Position must have the ability to facilitate supervisee compliance with organizational policies, including personnel, finance, and IT policies. Conducts annual performance reviews, manages productivity, and ensures safety.

Must have experience in developing, preparing, and implementing collaborative groundwater and surface water assessment and research proposals.

Must have the ability and interest to greet the public and handle difficult situations on the phone in a professional and courteous manner.

Must have prior budget experience and ability to track expenditures and compliance with grants/contracts, program expenditures, etc.

Ability to carry out assigned duties/projects in an efficient and timely manner with minimal supervision and must be able to handle multiple projects and work within defined timelines.

Must be able to secure sources of information relating to Tribal problems/concerns. Must become knowledgeable of the types of services provided by the Tribal Governmental programs.

Must have extensive knowledge with computer processing equipment and software, including Word, Excel, Power Point, Outlook, Access, and other Office Suite software. Knowledge of computers and other office technological equipment must be kept current by attending training as directed by supervisor.

Considerable knowledge of general office practices and procedures. Individuals must be highly organized with good data management and filing skills.

Must practice team player philosophy and work transparently and collaboratively with other DNR and Tribal Programs and Departments.

Must be able to operate and maintain office machines (copiers, printers, scanners, etc.).

Must have a valid state driver’s license, reliable transportation, and meet Tribal insurance requirements.

PHYSICAL DEMANDS Ability to use standard computer programming such as Microsoft Office (Word, Excel, PowerPoint, Outlook).

Ability to stand and walk around for long periods of time.

Ability to sit in automobiles and/or airplanes for travel to conferences, seminars, and training.

Ability to lift to 25 pounds of equipment (with data collection and field work). Work near and in the water, inclement weather (hot/ccld), uneven or slippery terrain.

SELECTION PROCESS Tribal Personnel Policies Manual, Section 3.01: Employment Preferences

The Tribe’s employment preferences shall be as follows:

Indian Preference. It shall be the policy of the Tribe to provide preference in hiring opportunities within the Tribal government to CTUIR members and to other Indians enrolled in federally recognized tribes. This CTUIR member and Indian preference shall be applicable in all employee hiring, promotion, and transfer decisions.

Veteran’s Preference. It shall be the policy of the Tribe to provide preference in hiring opportunities to veterans honorably discharged from the United States Armed Forces.

The employment preferences set forth in this section shall apply to all Tribal programs regardless of the program’s funding source, and shall apply to all classes of positions referenced in §3.05.

Except for the employment preferences authorized under this section, it shall be the policy of the Tribe that no employee or job applicant shall be discriminated against in pursuit of employment or career growth due to race, color, religion, gender, sexual orientation, age or national origin.

All CTUIR Tribal positions are competitive.
