Salary offers are based on the candidate's equivalent experience and internal equity with other employees within the same job classification. This position is eligible for overtime compensation for all hours worked over 40 in the designated workweek.

About the Position Do you want to make a meaningful impact by protecting life's most important records?

As a Bilingual Vital Records Registrar, you will play a key role in safeguarding essential documents. In this position, you'll register, correct, and amend vital records, issue certified birth and death certificates, and provide expert guidance to community partners and stakeholders. You will help protect public health by maintaining record security, monitoring mortality trends, and ensuring strict compliance with financial policies, Arizona State Statutes, administrative codes, and federal requirements.

We Require

Two years of office, administrative, or clerical experience

High school diploma or GED

Must be fluent in English and Spanish

Post-secondary education may substitute for the experience requirement on a year-for-year basis

Other Requirements

Must possess or have the ability to obtain a valid Arizona driver's license by the time of hire

Must secure and maintain an Arizona Department of Public Safety Level 1 Fingerprint Clearance Card and complete a background check

Within one month of hire, all employees will be required to provide evidence of immunity or receive immunizations for vaccine-preventable illnesses for any position within the Maricopa County Department of Public Health; required immunizations include MMR (measles, mumps, rubella), Tdap (whooping cough and diphtheria), Varicella (chickenpox), and annual Influenza; some positions require a Hepatitis B vaccine and/or a Tuberculosis test.

Three or more years of office, administrative, or clerical experience

Experience working with U.S. vital records/registration

Experience working with medical records or in a health-related field, including mortuary science

Certification as a Public Health or Community Health Worker from an accredited college or currently enrolled in a Public Health or Community Health Worker program, and eligible to receive certification within six months of hire

Job Contributions

Apply specialized working knowledge to register live birth, still birth, foundling, death, and fetal death certificates that occur primarily within Maricopa County and the State of Arizona as necessary

Apply the appropriate Arizona Revised Statutes, Arizona Administrative Codes, policies, and procedures that determine who may or may not lawfully register vital records and obtain certified copies of birth, death, and fetal death certificates

Review and process administrative orders or court orders submitted for the purpose of creating or amending Arizona vital records. Enter related data into appropriate databases

Validate all identification and evidentiary documents while maintaining 100% data and identity security of all submissions, including various government-issued identification, evidentiary documents, official files, and records provided by the general public and private or public agencies

Witness, notarize, and/or process hospital and funeral home correction letters, customer affidavits, court orders, and voluntary acknowledgments of paternity

Efficiently and accurately address high-volume customer inquiries received in person, telephonically, and via the web, and provide daily activity reports of all vital registration activity to management

Maintain, reconcile, and update funeral home charge accounts, financial invoices, and accept various payment tenders for services rendered; balance cash drawer and reconcile paperwork daily

Provide consultation and training to funeral homes, birthing facilities, public partners, and stakeholders regarding the vital registration process

Coordinate with the Arizona Department of Health Services to resolve any vital registration issues that may be out of compliance

Adhere to the secure data records retention policies and maintain strict compliance with the management and recording of all vital records data contained within the State of Arizona and Maricopa County retention schedules

Working Conditions

Must be able to participate in emergency response training as scheduled and be available to respond as directed in the event of a public health emergency

May be asked to work at a different satellite location as needed and perform other related duties as assigned
