Assignment Description Deliver detailed job plans, cost estimates, schedules, and critical path controls for the execution of turnaround. Lead Turnaround Teams through planning process utilizing the approved work management process flow.

Job Role Responsibilities

Compiles turnaround work lists with turnaround core teams.

Reviews all turnaround jobs in the field.

Risk ranks scope.

Supervises supporting planner staff.

Reviews and approves detailed job packages developed by supporting planners for relevant content, required information and alignment with environmental and safety procedures.

Develops with the scheduler a step‑by‑step resource loaded work schedule in Primavera Project Planner (P6) for all turnaround work.

Produces work packages to issue to contractors including work lists, work scope, schedules, drawings, blind lists and material lists.

Develops detailed bottom‑up turnaround cost estimates.

Leads turnaround boardwalk meetings.

Determines and audits manpower levels for service contractors and onsite maintenance crafts.

Coordinates service contractors for both capital and maintenance turnaround work.

Procures long lead materials with supply chain for turnaround work.

Coordinates material management.

Develops & submits turnaround AFE's (Authorization for Expenditure).

Acts as execution lead during execution phase.

Leads outages, small projects, tank work, and unplanned events as needed.

Tracks costs and manages the job change order process during events.

Maintains electronic and hard copy filing systems for all turnaround information.

Produces Indirect Plans to support the turnaround, including equipment rentals, supervision, support staffing and logistics plans.

Develops event contingency plans to mitigate risks or exposures.

Performs other duties as assigned.

Supplies training and orientation on planning and scheduling systems to turnaround team.

Performs project integration.

Facilitates the engineering process for turnaround scope activities.

Preferred Knowledge/Skills/Abilities

Proficient in turnaround planning / scheduling and estimating principles that include Norms based planning for estimating

Proficient computer skills, including Primavera P6, SAP, Outlook, MS Excel / Word / PowerPoint, Power BI

Knowledge and use of procurement, accounting, contracting strategies and QA/QC Procedures

Knowledgeable in basic process unit processes and process equipment (pumps, vessels, heaters, exchangers, etc.)

Meeting facilitation abilities

Familiarity with Petrochemical Maintenance Procedures

Able to mentor and train other planners and schedulers in the use of good planning and scheduling practices

Experience in and understanding of metals crafts (piping, exchangers, vessels, scaffolding)

Demonstrated strength in communication and interpersonal skills

Strong time management / organizational skills

Able to work with minimal supervision

Education/Experience High school diploma or GED required Mechanical field planning experience required 8-10 years experience required.
