Position Summary Incumbents of positions in this series design electrical lighting, power and control systems; review plans, designs and costs of proposed projects; prepare technical specifications of electrical systems; inspect the installation of electrical systems and equipment; and perform related work as required. The basic purpose of this work is to ensure that electrical systems and equipment are properly designed, placed and maintained all in accordance with sound engineering principles and practices and applicable laws, rules, regulations and standards.

Duties and Responsibilities

Design, review/comment, implement, test, accept and specify communications, electronic and Intelligent Traffic Systems (ITS) including IP video, two‑way radio, fiber optic, programmable logic controllers, tunnel ventilation, carbon monoxide and hydrocarbon gas monitoring, local field controllers, remote terminal units, overhead and portable variable message signs, security access control, integrated project control system, Dense Wave Division Multiplexing and ancillary communication electronic equipment.

Provide high‑level technical assistance for the repair and maintenance of ITS field and core systems.

Provide engineering support of Statewide fiber optic distribution system infrastructure.

Design solutions and implement replacement systems for obsolete equipment which require integration with existing infrastructure.

Provide project scope, specifications and bid documents for core and field ITS equipment.

Review, comment and approve plans, submittals and contracts generated by General Engineering Consultants (GEC) and contractors.

Support MassDOT Highway IT, Security, Transit, RMV and Aeronautics to provide efficient technical solutions supporting all MassDOT Agencies.

Provide 24/7 technical expertise on the repair and maintenance of communications and electronic systems supporting life safety systems.

Design, implement and support upgrades and replacement of obsolete equipment while maintaining the Integrated Traffic Management System (ITMS) integrity.

Supervise contractors, GEC and technical staff during contract execution, installation, system start‑up and repair to ensure compliance with contract terms, applicable laws and standards.

Work with technical staff, contractors, GEC and vendors to ensure contracts are installed and implemented properly.

Assist technical staff with executing maintenance programs, procedures and trouble‑shooting guidelines.

Collaborate with other agencies to share resources and technology supporting emergency response and generate cost savings.

Develop and implement maintenance plans for ITS communications and electronic systems.

Write letters, reports or memoranda regarding electrical engineering projects, plans or costs to summarize or communicate progress, results, problems etc.

Provide training for engineers, inspectors, technicians and interns in regulatory matters, field activities, engineering assessment and safety procedures to ensure understanding and compliance with agency policies and sound engineering practices.

Prepare cost estimates of proposed projects by reviewing technical specifications for services and gathering information from records and other sources.

Unit E Signing Bonus For newly hired MassDOT employees: a five‑thousand dollar ($5,000) signing bonus, payable in two parts: $3,000 (less applicable taxes) in the first paycheck and $2,000 (less applicable taxes) after successful completion of the probationary period. Current MassDOT employees are not eligible.

Qualifications

Minimum Entrance Requirements

Applicants must have at least four years of full‑time, or equivalent part‑time, technical or professional experience in electrical engineering, with at least two years in a professional capacity, or any equivalent combination of required experience and the special substitutions below.

Substitutions

I. An Associate’s degree in electrical engineering or electrical engineering technology may substitute for up to one year of the required experience.

II. A Bachelor’s degree in electrical engineering may substitute for up to two years of the required experience.

III. A Graduate degree in electrical engineering may substitute for up to three years of the required experience and one year of the required professional experience.

Educational substitutions are prorated on the basis of the proportion of the requirements actually completed. Educational substitutions will only be permitted for a maximum of one year of the required professional experience.

Special Requirements : Possession of a current and valid Massachusetts Class D Motor Vehicle Operator’s License (based on assignment).
