We are currently seeking a Military / Federal Facilities Programmer to join our growing Federal Programming team. Will provide programming-level cost estimating, space allowance and requirements calculations, and facility project programming (DD Forms 1391) in support of planning and design contracts. Includes support to all service branches of the Department of Defense and some non-DoD organizations. Tasks include collecting, analyzing, and developing data from client groups as well as from official publications and guidelines to ensure accurate, up-to-date programming products. Supports efforts from other disciplines and should be prepared to communicate with team members from engineering, architecture, and planning fields within Pond as well as with government counterparts and client/user representatives. This position may require the candidate to collaborate with clients across the United States as well as internationally. Location(s)
Preference given to Huntsville, New Orleans, and Colorado Springs. Job Description
This position requires flexibility for both independent work and teamwork. The job entails a high-level understanding of construction processes and materials. A typical week may include drafting DD Forms 1391, requirements analyses, technical narrations, research and data analysis, client and team coordination, client interviews, and cost development. In addition to the execution of these tasks, the job requires quality control for other team members’ work in these related tasks. Also includes some military planning tasks, such as contributions to Area or District Development Plans. Travel is a required aspect of the job, up to 25%. The environment of the travel locations can include military installations and industrial facilities, and may require some physical exertion, including climbing stairs or ladders, hiking in less-developed environments, or extreme temperatures. Preferred Knowledge and Experience
Understanding of military organizations – units, missions, equipment, organizational hierarchy, etc. Familiarity with at least one branch of service is required. General knowledge of computer hardware and software such as Microsoft Office Suite, Adobe Creative Cloud, or Bluebeam programs. Knowledge of cost estimating software such as PACES, TRACES MII, e4Clicks, or PC-Cost. Knowledge of basic arithmetic (addition, subtraction, multiplication, and division) – sometimes includes using or developing multi-step formulas. Spreadsheet data management and mathematical tabulation. Geometric or spatial understanding (such as reading as-built drawings, construction plans, and maps). Basic facility management or construction, including knowing what is necessary for at least rough order of magnitude costs. Knowledge of Department of Defense regulations. Research proficiency. Familiarity with the community/facility planning process. Required Skills
Careful management of workload is critical – our team is typically involved in many projects at one time, with small to large pieces of each. Coordinating with multiple PMs and teams on various assignments to meet varying deadlines is part of our typical ‘battle rhythm’. Attention to detail at both the macro and micro level. Examples include how a given project may fit into an overall funding program and also ensuring the project’s cost estimate is as complete and accurate as possible for the given level of design or planning, sometimes down to key line items. Effective communication skills – technical writing proficiency; tactful communication in person, over the phone, and virtually; active listening; and ability to identify and ask the necessary questions is a must. It is important to have the ability to ‘read between the lines’ or draw out answers when client groups may not have a full understanding of certain project or programming elements. Creative problem-solving to gather relevant information and solve sometimes inadequately defined issues or problems. Reading comprehension (of both written materials and drawings). We must keep up-to-date with technical publications from all service branches, various Unified Facilities Criteria, applicable Executive Orders, annual National Defense Appropriation Acts, applicable sections of the United States Code, etc. which can include processing large quantities of complex data and cross-referencing guidance documents or other data sources. Minimum Qualifications
Valid U.S. passport, or ability to obtain one Two or more years of experience with military programming, including working knowledge of Facility Category Codes, DD Forms 1391, and facility requirements development. Higher education, including college degree in related field, military leadership or specialty schools, or certification programs preferred.
