Job Summary The Senior Procurement Advisor will provide expert guidance and manage IT procurement processes for RTSM solicitations within the Texas state government, including developing acquisition plans, drafting documentation, ensuring compliance with state purchasing laws, and coordinating with agencies.
Job Description We are seeking a highly skilled and experienced Senior Procurement Advisor to join our IT team. This position will be full‑time, remote, and is a salaried position.
What You’ll Do
Provide expert advice on RTSM IT procurement and solicitations
Coordinate procurement initiatives on a day-to-day basis
Develop acquisition plans for all RTSM solicitations
Review existing Agency procurement templates, documents, and processes
Draft procurement timelines and documentation templates
Ensure RTSM solicitations are organized, readable, and aligned with TxDMV needs
Provide advisory input on risk assessments and solicitation schedules
Facilitate RTSM workshops and training sessions
Develop and distribute communication materials to client staff
What You’ll Need Required
7 years of procurement experience in Texas state government
Direct experience developing DIR Cooperative Contracts SOWs and RFOs
Chapter 2157 Texas Government Code (DIR Cooperative Contracts)
Chapters 2155, 2156, 2157 (State purchasing procedures)
Value thresholds: $25K (competitive bidding/ESBD), $10M (RFO/LBB notification)
DBITS contract structures
Experience coordinating with SPD, LBB, Quality Assurance Team, DIR
Proven track record with IT procurements >$10M
DIR DBITS procurement methodology
Best value procurement evaluation and scoring
HUB Subcontracting Plan development and compliance
Competitive range analysis and “natural break” determinations
Public Information Act (Chapter 552) compliance
Form 1295 (Certificate of Interested Parties) processes
Desired
CTCM (Certified Texas Contract Manager) — Strongly Preferred
CTCD (Certified Texas Contract Developer) — Strongly Preferred
CTPM, NIGP‑CPP, CPPB certifications
Physical Demands
Ability to safely and successfully perform the essential job functions consistent with the ADA and other federal, state, and local standards
Sedentary work that involves sitting or remaining stationary most of the time with occasional need to move around the office to attend meetings, etc
