Capital Projects Manager (Temporary Part-Time)

Salary will be based on qualifications. This is a temporary part‑time hourly position. Closing date: 01/20/2026.
Summary Highly responsible technical and professional project management work, including planning and directing major capital projects, directing project consultants and contractors, and supervising staff.
Essential Job Functions
Plan, direct, supervise, coordinate, and evaluate capital projects, including multimodal transportation projects; assist in coordinating planning, design, specification, construction management, cost control, and long‑range planning studies.
Perform work involving engineering practices, including conflicting design requirements, material suitability, optimization of resources, and intricate coordination requirements.
Coordinate engineering projects, studies, and activities with internal departments, outside consultants, and contractors.
Assist in documenting and preparing budget estimates for submittal to the department head.
Assist in research for and preparation of annual budget.
Compile and prepare varied and complex financial reports for management, internal and external auditors, and local and state agencies.
Represent the Department with appropriate public officials and organizations.
Prepare contract specifications for repair and alteration of facilities; review contract bids, make recommendations, and inspect contractual services for compliance.
Consult with consultants, engineers, architects, and contractors to plan and implement projects of improvement, property acquisition, and new construction; review specifications and designs; inspect construction progress and review progress reports.
Plan and direct capital projects including renovations, upgrades, and new construction.
Work independently with finance, purchasing, planning, building inspection, plan boards, citizen groups and outside agencies during the planning, design and approval process.
Attend evening and after‑hours meetings regularly.
Monitor annual construction and project budgets.
Attend work on a continuous and regular basis.
Non‑Essential Job Functions
May act in absence of supervisor.
Perform other related duties as assigned.
Qualifications Education: Bachelor’s degree from an accredited college or university; preference for candidates majoring in construction, construction management, or engineering.
Experience: Five (5) years of responsible experience in the management of transportation projects, or an equivalent combination of education, training, and experience.
Licenses: Valid Florida Driver’s License required; State of Florida license as a Professional Engineer preferred.
Certifications: None.
Knowledge, skills and abilities: Project management techniques, development of project scope, tasks, timelines, and resource assignment; reading and interpreting construction diagrams, plans, and blueprints; knowledge of engineering principles and practices applied in planning, scheduling, design, construction, and cost control of transportation projects; ability to manage multiple major projects with unique or controversial issues; negotiating skills and diplomacy; knowledge of governmental budget procedures; effective oral and written communication; ability to work with elected officials, charter officers, department heads, representatives of other agencies, other city employees, and the general public; ability to deliver effective and persuasive presentations to management, city commission, and public groups.
Physical and Environmental Requirements Physical: The employee is often required to sit for prolonged periods of time.
Work environment: Required to attend evening meetings and work outside regular business hours; may include work outdoors under varying climatic conditions.
