POSITION SUMMARY
Performs professional engineering tasks associated with the design, review, construction, and maintenance of transportation, environmental, sanitary, water, and drainage systems and related public service projects. Uses independent judgment to complete assignments in traffic, design, construction, plan review, and related areas. Responsible for design of major and local streets, sanitary sewers, water mains, storm sewers, and other public infrastructure by researching existing records for survey, right‑of‑way, soils, and traffic information; performs hydraulic and drainage studies; develops cost estimates, computing quantities required, and writing project specifications. Supervises Civil Engineers and Engineering Consultants engaged in professional engineering activities and Engineering Aides involved in technical activities related to the design, review, construction, and maintenance of municipal infrastructure projects including transportation, traffic control, environmental, sanitary sewer, water supply, storm water management, and asset management systems. Schedules work activities and monitors assignments progress and upon completion, to assess quality and quantity of work performance. ESSENTIAL FUNCTIONS
Acts as project manager and administrator for in‑house projects, permits and as a liaison for Federal, State and County and other agencies working on projects in the City. Experience with MDOT’s Local Agency Program, bidding documents, requirements, and submittal process desirable. Provides general supervision to engineering employees as assigned for special operations or projects. Designs and prepares plans for major and local streets, sanitary sewers, water mains, storm sewers and other public infrastructure by researching existing records for survey, right‑of‑way, soils, and traffic information; performs hydraulic and drainage studies; develops cost estimates, computed quantities, and writes project specifications. Assists with evaluation of intersection capacities and plans for improvements to intersections; investigates traffic problems/service requests and recommends methods/solutions to improve traffic operations and/or safety. Reviews plans of proposed commercial, industrial, and residential developments to ensure conformance to City Codes, transportation operations, wastewater collection/conveyance, water supply distribution, storm water management, departmental policies, and approved engineering standards prior to issuance of required permits. Responds questions from residents, developers and contractors to ensure understanding and conformance to requirements and specifications. Answers questions and resolves problems from the general public, adjacent property owners, and other interested persons related to engineering standards and municipal infrastructure. Assists residents and others with service requests involving all aspects of public works and engineering projects. Responds, addresses, and documents service requests. Researches and prepares written reports, correspondence, and presentations for use in responding to and addressing public infrastructure issues. Coordinates activities with other departments. Prepares and/or assists in the preparation of various grant applications, reports, and correspondence for infrastructure projects. Prepares and reviews legal documents, agreements, and easements for engineering concerns. Attends boards and commissions and other meetings to provide information, make presentations, and answer questions regarding plan review and infrastructure construction, design, right‑of‑way, and other related information. Maintains knowledge of engineering issues and trends through contact with other governmental agencies and colleagues, professional literature and by attending seminars and other educational meetings. Examines new products, procedures and policies, and makes recommendations to the City Engineer. Performs a variety of office tasks: prepares correspondence, answers phones and assists residents with questions and other office duties. EDUCATION AND EXPERIENCE
Bachelor of Science degree in Civil Engineering and 10 or more years of related experience. SKILLS & ABILITIES
Computer Skills Basic skills operating a computer system and applications. Basic computer skills in word processing, spreadsheet, and presentation software. Basic skills in Computer Aided Design and Geographic Information Systems. Certificates & Licenses

While performing the duties of the job, the employee is required to stand, sit, walk, talk, use hands and fingers to handle or operate computers, objects, tools, or controls; and to reach with hands and arms. The employee climbs, bends and lifts and/or moves objects up to 30 lbs. Other Physical Requirements
Good vision, hearing and touch. WORK ENVIRONMENT
Work is performed primarily in the office with occasional work performed in a vehicle, at construction sites, within the roadway and around traffic where the employee may wear a hard hat and/or safety vest. Work is performed in all weather conditions including temperature extremes. Occasional exposure to muddy, icy, and uneven terrain, odors, and noise.
