Responsibilities Responsible supervisory work directing the construction, repair and maintenance operations in a patrol district of the County Public Works Department. This position is part of the Civil Service Supervisory Unit Employees Collective Bargaining Agreement represented by the St. Louis County Employees Association. An employee in this class is responsible for supervising assigned staff in the construction, repair and maintenance of County roadways. The work involves coordinating the use of staff, equipment and materials in the completion of assigned projects. Duties include inspecting road conditions, infrastructure, erosion, and water run off; assessing effectiveness of application of various chemicals including salt, sand, brine, and chloride and providing recommendations based off observations; assessing future material needs in conjunction with 5 year plan; managing gravel pits including crushing, inventory analysis using drone reconnaissance and adhering to federal and state regulations; coordinating staff call out in emergency and/or snow events and other weather related emergencies within assigned patrol district. The work is performed under the general direction of assigned supervisory staff.

Work Environment

Minimum Qualifications (Pass/Fail)

High school diploma or its equivalent.

Three (3) years as an Equipment Operator Senior or a Bridge Worker Senior; OR three (3) years as a Heavy Equipment Mechanic with five (5) years full‑time paid verifiable experience as an equipment operator or road maintenance experience.

Possess or obtain appropriate Class 'A' Commercial Driver's License within twelve (12) months of employment/promotion. Failure to obtain the appropriate Class 'A' license prior to completion of probation will result in termination from the position.

Possess or obtain Erosion and Stormwater Management Certification within twelve (12) months of employment/promotion.

Rating Systems Oral Assessment (Pass/Fail)

Qualified candidates will be scheduled for the oral assessment taking place in Duluth, MN on January 28, 2026.

If three or fewer applicants qualify for the oral assessment, it will be waived.

Applicants who successfully pass the oral assessment will have their supplemental questions scored.

Supplemental Questions will be 100% of the scoring process:
